DESCRIPTION:                  \n\n\nImage taken from BAFSA video chip pan demonstration          Credit RSP Sprinklers \nOur thanks to RSP sprinkler systems for reporting this incident demonstrating the benefits of residential sprinklers for life safety playing a significant role\, as part of an appropriate package of fire safety measures reducing the impact of fire on people\, firefighters\, property and the environment. \nDebunking the myth\, residential sprinklers as an extinguishing media should not be used on chip pan fires. \nIt is reported that South Wales Fire Rescue Service were mobilised to a fire within a residential block of flats\, on arrival it was identified that a kitchen fire involving a chip pan within a flat had been successfully extinguished\, contained to the room of origin by the activation of one sidewall sprinkler head. The resident required minor medical attention stating the fire was extinguished by the sprinkler system within 2 minutes \nKey facts \n\nThe fire was extinguished\, controlled within the compartment of origin\nThe activation of the sprinkler system reduced the heat output from the fire by reducing its growth\, allowing more time for the occupants to escape to safety or be rescued.\nNo further firefighting was required by South Wales Fire Rescue Service\nThe sprinkler system provided vital protection for the residents dwelling\, belongings\, personal processions.\n\nObservations/comments \n\nIt should be remembered the installation of a life safety Automatic Fire Suppression System is to reduce the rate of heat and smoke allowing more time for the occupants to escape to safety or be rescued clearly demonstrated following the successful conclusion to this incident.\n\n\nReinstatement of the system\, where buildings and equipment are provided with active fire protection measures such as a sprinkler system protecting life and in some cases property protection. It is essential that the fire protection measures in a building can function effectively in the event of a fire. It is important that arrangements are in place to ensure the responsible person\, building manager for the premises is aware that following the activation of an active system such as a sprinkler system provisions are in place allowing for the immediate reinstatement of the sprinkler system following a fire.\n\nIt is noted following the successful conclusion of this incident: – \n\nFrom receiving a call via the sprinkler company’s 24-hour emergency line the call out engineer was on site within 30 minutes.\nThe system was reinstated within 1 hour 40 minutes.\n\nIn England cooking fires are the most common type of accidental fire reported for the period 2013/2014 to 2022/2023 with over 1100 fires. DESCRIPTION:Fire Rescue Service; South Wales Fire & Rescue Service\nDate of Incident; 27 January 2022\nTime of incident 22:43\nLocation Newport\nGreen Wood Tower block\nOccupancy; Residential High-Rise block\nLocation of fire; Refuse container located beneath the premises rubbish chute\n\nRSP Fire Sprinkler Systems have reported the above-mentioned incident involving the activation of one sprinkler head which successfully extinguished the fire involving a bin store. \nReinstatement of the system following activation\, maintenance is paramount for the safety of the residents a key area that should be considered as part of the consultation process between the sprinkler contractor and client. \nFor this incident it is noted that arrangements were in place allowing the system to be reinstated within an hour of the activation providing a further layer of safety from fire for the residents. \nSouthwales Argus reported that a spokesperson for South Wales Fire and Rescue service said: “At approximately 10.43pm on Thursday\, January 27\, we received reports of a fire in St Julians\, Newport. \n“Multiple crews attended the scene and used specialist equipment to extinguish the fire. \n“The incident concluded at approximately 12.43am.” \nSonia Furzland\, Executive Director of Operations at Newport City Homes said: “Our sprinkler system did its job and put the fire out before it could spread. \n“Our colleagues who were on site last night\, will continue to support South Wales Fire and Rescue Service to investigate the cause of the fire and reduce the risk of this happening again. \n“Working on the advice of our partners at South Wales Fire and Rescue Service\, we installed sprinklers in flats and communal areas in our high rise buildings across the city\, including Greenwood. \nThis is the second reported sprinkler save for Newport involving a bin store\, in a high-rise residential block in the space of 6 months. SUMMARY:Newport High Rise Residential Bin Store Fire
DESCRIPTION:South Wales Fire & Rescue Service (SWFRS) were mobilised to a fire following the activation of the sprinkler system involving a refuse bin located on the ground floor of  a 11 storey residential accommodation block  \n\nLela Pirouet\, fire safety officer for Newport City Homes\, informed the South Wales Argus  “Our sprinkler system did its job of being activated and extinguishing the fire before it could spread. There is a sprinkler unit in the bin area\, and it was set off by the heat and smoke going up the chute. \n“Sprinklers save lives\, and we are proud to have started a programme to fit these devices in 2\,500 flats and communal areas over the next three years. ” \n“We believe it was caused by a discarded lit cigarette and that this incident could have been avoided if someone had been more careful.” \n“There are 82 flats in Hillview. When the alarm went off residents from all\, except for the two flats who were close to the smoke\, stayed in their homes and followed the fire safety arrangements for this building. ” \n“I would like to thank the residents for their support during this incident.” \nThis was the second sprinkler save at Hillview involving the residential bin store in two years\, the previous fire took place in August 2019 which is believed to of been caused by another discarded lit cigarette \nBusiness continuity\, on both occasions the  alarm directly linked to the sprinkler save allowed the appropriate immeditae emergency response. The outcome of which allowed SWFRS to be immediately mobilised to the incident.\nNewport City Homes have to be applauded for their current sprinkler project ensuring that their most vulnerable residents are protected from fire following a  further commitment to install automatic sprinkler systems in over 2000 of their properties. \nDangers of bin store fires:- It should be noted that the outcome of a communal bin store fire can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice In these situations  :- \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room.
