The fire did not spread within the whole apartment due to the prompt activation of the sprinkler system within the flat which activated and raised the alarm. \nThe cause of the fire has been contributed to careless disposal of smoking materials identifying once again the benefits of residential sprinkler systems including. \n\nProtecting the most vulnerable residents from fir\nProtecting firefighters\nProtecting the environment\nPreventing flashover\n\nWithout the installation of the residential sprinkler system\, the outcome of this incident may have been more serious. \n Balcony Fires\, are becoming more frequent\, supported by the Building Research Establishment Report\, Fire Safety Issues with Balconies\, which highlighted case studies\, dangers of balcony fires. \nCauses of Balcony Fires \nAli deck published the publication “UK Balcony Fires Report 2017-20” focusing on data collated from UK Fire and Rescue Services on the cause of balcony fires. The results identified that 873 fires on balconies were recorded with almost half caused by smoking materials such as carelessly discarded cigarettes. DESCRIPTION:  \n\nFire Rescue Service; Leicestershire Fire & Rescue Service (LFRS)\nDate of Incident 16 March 2022\nTime of call; 21:30\nLocation of incident; Magna Park\, Leicestershire (Lutterworth)\nUse of building; Warehouse\nType of incident; fire\nFixed firefighting system: Sprinkler System (Wet Pipe)\nWater Supply\, water storage tank\n2x sprinkler heads actuate\n\n  \n  \n       \nImages\, credit LFRS \n  \nThe Incident  \n\n\nLFRS have reported the following fire requiring the mobilisation of five appliances from Leicestershire and Warwickshire FRS.\n\n\nThe location of the fire was in the distribution warehouse involving the pallet racking system used to store a variety of goods.\n\n\nThe cause of the fire is under investigation; however\, the seat of the fire was at low level spreading vertically to the pallets above due to the combustible material/fire loading.\n\n\nThe fire was not immediately contained/suppressed by the sprinkler system as in rack sprinkler protection was not installed\, in rack sprinkler systems on activation release water into a targeted area to minimise damage\, downtime for the facility.\n\n\nThis is advantageous as it ensures that fires that begin in the lower/middle areas of the rack can be extinguished before it consumes surrounding combustible material allowing further potential fire spread\n\n\nThe sprinkler system was located above the top layer of racking\, resulting in a delay for the predetermined temperature to be reached allowing the sprinkler heads to actuate.\n\n\nTwo sprinkler heads actuated containing/suppressing the fire preventing further fire spread. The fire was contained  to the room of origin by the residential sprinkler system which actuated suppressing the fire before the arrival of NFRS. \nThe benefits of business continuity clearly highlighted with no smoke or fire damage to the surroundings or in close proximity to the appliance. \nThe benefits of the sprinkler systems clearly identified for this incident: \n\nFire was suppressed\, contained to the room of origin\, preventing flash over\nThe safety of firefighters reinforced\, providing firefighters time to implement their tactical action plan\, to extinguish the fire using two hose reels\,\nStaff provided with extra time to implement the premises emergency action plan (Progressive Horizontal Evacuation) allowing residents nearest to the fire to be evacuated to a place of safety\n\nLegislation \nFollowing the tragic events of The Rosepark Care Home Fire in Uddingstom\, South Lanarkshire in 2004 that sadly killed 14 residents\, Scotland responded by making the installation of sprinklers mandatory in all new care homes. Unfortunately\, in England there is no requirement for the installation of sprinklers to protect the most vulnerable residents from fire. \nCost & Benefit \nWhy are sprinklers not installed in care homes? \nIt all comes down to one word\, cost\, expense which adds to the overall build cost\, I wonder how many projects actually complete a cost benefit report for the provision of sprinklers for a new build care home. \nHowever what clients\, care home providers do not understand is the many benefits sprinklers can bring allowing cost savings to be made in other areas with an installed sprinkler system. Including the design\, day to day operational costs of the premises. \n\nReduction in night time staff subject to the findings of the fire risk assessment\, emergency plan of the premises\nFire doorsets to bedrooms do not need to be fitted with self-closing devices.\nProtected areas may contain more than 10 beds.\nBedrooms may contain more than one bed.\n\nIf any of the variations are made\, the management procedures should take account of the larger number of residents that may need assistance\, and the need to manually close bedroom doors during sleeping hours. \nJohn Pratt\, Protection Team Lead at Northamptonshire Fire and Rescue Service said: “This incident is a reminder of the importance of maintaining high standards when it comes to fire safety\, especially in a residential property housing vulnerable people\, some with limited mobility. DESCRIPTION:  \n\nDate of incident; 22 November 2021\nTime of call; 1:46\nDorset and Wiltshire Fire Rescue Service\nOccupancy; Single Storey Primary School\nLocation; Lydiard Millicent Swindon\nFire; Ground floor toilet\, suppressed by school sprinkler system\n\nDorset and Wiltshire Fire Rescue Service have provided the following comprehensive update for the above mentioned incident highlighting the clear benefits of installing sprinklers in schools. BS12845\, sprinkler system was installed during the construction of the new school in 2011 for life safety\, property protection. \nA fire was discovered within a toilet and cloakroom area on the ground floor involving the the ignition of a toilet roll and its plastic holder causing a single sprinkler head to activate\, extinguishing the fire and limiting smoke and heat damage. \nOn arrival operational crews found that the fire has been completely extinguished by the sprinkler system proceeded to assist the school in isolating the system. Business continuity is paramount following any operational incident allowing operational crews to interact with the  sprinkler system  preventing unwanted water egress. \nIt should be noted:- \n\nThe fire was extinguished before the arrival of the FRS\nFlashover was prevented\nThe fire was contained to compartment of origin\nSafety of operational crews was reinforced\nNo reported injuries to pupils or staff\n\nThe school was closed for the remainder of the day of the incident\, and for 2 subsequent days to make repairs to the toilet area  with the students switching to remote learning during this period. \nGroup Manager Tim Gray said “Dorset & Wiltshire Fire and Rescue Service continue to lobby for the inclusion of sprinkler systems in all premises\, particularly in education buildings. The speed of response from the installed system and its control over the fire growth undoubtedly ensured that fire damage was kept to a minimum allowing the school to re-open within 2 days of the fire with as little disruption to the school as possible and no loss of valuable work or property \nThe Swindon Advertiser reported\, the school is part of the Diocese of Bristol Academies Trust. Ceo Jez Piper said: “The fire was quickly contained\, and the school was evacuated very quickly and effectively\, with no harm to any pupil or member of staff. “The school sprinkler system worked well\, and the fire brigade attended the site very quickly\, ensuring that the fire was fully out and to secure the area” \nWhen you compare this to a similar incident attended by Dorset & Wiltshire Fire and Rescue Service on the 3rd January 2017\, the service attended a serious fire at Avenue Primary School in Warminster. On arrival. operational crews found a well developed blaze within a classroom block. DESCRIPTION:Date of incident; 21/11/21\nTime of call; 05:07\nLocation; Lanterns Way\, Isle of Dogs\, London\nOccupancy; High rise residential flats of 21 floors\nFire involving a Lithium-Ion battery\n\nLondon Fire Brigade have reported the above-mentioned fire which was extinguished by the activation of three sprinkler heads before the arrival of the LFB. The fire was contained within the five roomed flat on the 3rd floor of the building\, LFB’s fire investigation team believe the fire was accidental and caused a fault in a lithium-ion battery for an Ebike that was on charge. \nThis is the second sprinkler save reported involving a lithium-ion battery following the Stockport fire sprinkler save reported by Greater Manchester Fire & Rescue Service in July on this occasion involving a mobile phone. On both occasions the sprinkler system extinguished the fire before the arrival of the Fire & Rescue Service \nThe dangers of Lithium-Ion battery fires should not be underestimated which can develop into significant and unstoppable thermal runaway fires. It should be noted at present that sprinkler protection of lithium-ion batteries is outside the scope of current standard sprinkler design standards e.g.\, EN\, NFPA/FM\, specialist standards are being developed for example NPFA 855. \nOnce again\, this incident demonstrates the benefits of installing a residential sprinkler system. \nFurther guidance on Lithium-Ion battery fires can be found in the Fire Industry Association guidance note on Lithium-ion battery fires \nLinks \n\nBritish Automatic Fire Sprinkler Association\, November Sprinkler Focus publication available to download now   (Sprinkler FOCUS is the biannual magazine of the British Automatic Fire Sprinkler Association. DESCRIPTION:Date of incident: 4 November 2021\nTime of Call: 10:56\nCause of fire: Unsafe disposal of smoking materials\nOccupancy: 32 Storey residential block of flats\nLocation of fire: 18 floor\, balcony\nSprinkler system: Wet pipe\, water supply: – suction tank and pump\n1 x residential head activated\n\nLondon Fire Brigade have reported the above-mentioned incident involving the attendance of eight fire engines and 6o firefighters extinguishing the fire using 3 jets via wet rising main\,  preventing external fire spread from the balcony to the residential dwelling. \nFollowing commencement of firefighting operations\, products of combustion entered the four -roomed flat activating the sprinkler head\, identifying the clear benefits of sprinklers for firefighters preventing flashover\, fire spread and providing a further layer of safety from fire during firefighting operations. \nThe benefits of sprinklers involving a previous balcony fire was clearly demonstrated in the LFB report to raise awareness in the residential sector of the beneficial/effectiveness impact that incorporating Automatic Fire Suppression Systems can have in a multi-point residential high-rise fire. Where in the space of 19 minutes from time of call\, 5 apartments were exposed to fire and heat activating 12 sprinkler heads \nThis incident identifies the importance of identifying\, replacing combustible materials that are combustible such as timber\, composite balcony decking.
