On arrival crews identified the premises sprinkler system had activated containing/controlling the fire before their arrival.\nThe alarm was raised alerting the resident who proceeded to evacuate his family closing all internal flat doors as they evacuated the dwelling\, no injuries were reported\nTall building fires are one of the most challenging incidents firefighters tackle on a day-to-day basis throughout the country. DESCRIPTION:Fire Rescue Service: Scottish Fire Rescue Service (SFRS)\nIncident: Fire\nWhen: 16 May 2022\nTime of call: 09:07\nLocation: Elgin\nOccupancyElgin Academy\nAutomatic fire suppression System: Fire Sprinklers\n\n SFRS have reported the following incident. \nOverview \nInterrogating Sprinkler Saves.co.uk records this is the third reported school fire involving a malicious act involving the school toilets located in Scotland in the space of 4 months. \n21 February 2022\, Crieff High School \n\nIgnition source \, toilet paper/fixed plastic toilet roll dispenser\n1x sprinkler head actuated\nExtinguished the fire\n\n25 April 2022\, Elgin High School \n\nIgnition source \, toilet paper/alcohol gel\n1x sprinkler head actuated\nContained/controlled the fire\n\n16 May 2022 Elgin Academy \n\n\n\nIgnition source \, toilet paper/alcohol gel\n1x sprinkler head actuated\nExtinguished the fire\n\n\n\n\nSince 2010 all new built Scottish schools are required to have automatic fire sprinklers fitted\, protecting both the occupants and the building in line with Scottish Building Standards for non-domestic buildings.\nThe benefits of this legislation clearly demonstrated for the above-mentioned incidents\, on each occasion the fire was contained to the compartment of origin\, preventing a minor inconvenience escalating into a major fire.\nThis is not the case for England\, current guidance when first released in 2007\, acknowledged the important role of sprinklers and stated that “all new schools should have fire sprinklers installed except in a few low-risk schools”.\nUnfortunately\, it is possible for designers and developers to circumvent the improvement in areas such as automatic fire suppression systems by using other building design guidance. The outcome schools not installed with fire sprinklers.\n\nBackground \nElgin Academy is a three-storey school accommodating up to 1050 pupils which moved into this new premises in April 2012. The fire did not spread within the whole apartment due to the prompt activation of the sprinkler system within the flat which activated and raised the alarm. \nThe cause of the fire has been contributed to careless disposal of smoking materials identifying once again the benefits of residential sprinkler systems including. \n\nProtecting the most vulnerable residents from fir\nProtecting firefighters\nProtecting the environment\nPreventing flashover\n\nWithout the installation of the residential sprinkler system\, the outcome of this incident may have been more serious. \n Balcony Fires\, are becoming more frequent\, supported by the Building Research Establishment Report\, Fire Safety Issues with Balconies\, which highlighted case studies\, dangers of balcony fires. \nCauses of Balcony Fires \nAli deck published the publication “UK Balcony Fires Report 2017-20” focusing on data collated from UK Fire and Rescue Services on the cause of balcony fires. The results identified that 873 fires on balconies were recorded with almost half caused by smoking materials such as carelessly discarded cigarettes. DESCRIPTION:  \n\nFire Rescue Service; Leicestershire Fire & Rescue Service (LFRS)\nDate of Incident 16 March 2022\nTime of call; 21:30\nLocation of incident; Magna Park\, Leicestershire (Lutterworth)\nUse of building; Warehouse\nType of incident; fire\nFixed firefighting system: Sprinkler System (Wet Pipe)\nWater Supply\, water storage tank\n2x sprinkler heads actuate\n\n  \n  \n       \nImages\, credit LFRS \n  \nThe Incident  \n\n\nLFRS have reported the following fire requiring the mobilisation of five appliances from Leicestershire and Warwickshire FRS.\n\n\nThe location of the fire was in the distribution warehouse involving the pallet racking system used to store a variety of goods.\n\n\nThe cause of the fire is under investigation; however\, the seat of the fire was at low level spreading vertically to the pallets above due to the combustible material/fire loading.\n\n\nThe fire was not immediately contained/suppressed by the sprinkler system as in rack sprinkler protection was not installed\, in rack sprinkler systems on activation release water into a targeted area to minimise damage\, downtime for the facility.\n\n\nThis is advantageous as it ensures that fires that begin in the lower/middle areas of the rack can be extinguished before it consumes surrounding combustible material allowing further potential fire spread\n\n\nThe sprinkler system was located above the top layer of racking\, resulting in a delay for the predetermined temperature to be reached allowing the sprinkler heads to actuate.\n\n\nTwo sprinkler heads actuated containing/suppressing the fire preventing further fire spread. The benefit of which allowed operational crews time to establish their operational tactical plan prior to committing crews to extinguish the fire using Breathing Apparatus and one hose reel jet\n\n\nA forklift was used to remove the damaged pallets affected by the fire. No injuries were reported\n\n\nFire Data Warehouses \nFire data relating to primary fires attended by FRSs in the UK for Warehouses where sprinklers were present\, operated for the ¹financial years 2018/19 to 2020/21 accounted for 59 fires of which 17 operated. The impact of the sprinkler system in controlling or extinguishing the fire is known for all 17 fires where the system operated\, this data can be used to measure the performance reliability of the system.\nPerformance reliability measures the effectiveness of the system when it is activated and is defined where the sprinkler system contained/controlled\, extinguished the fire.\n\n\nFrom the 17 sprinkler activations.\n\n\n8 x fires were contained or controlled (47.5%)\n\n\n8 x fires were extinguished (47.5%)\n\n\n1x fire did not contain/control (6%)\n\n\nThis incident clearly identifies once again the benefits of installing sprinklers in warehouses re-enforced by the above-mentioned data. \nThe inclusion of a sprinkler system for property protection can\n\n\nPrevent major financial and equipment losses\,\n\n\nPrevent a potential major fire\, turning it into a minor incident\n\n\nPrevent a business from going out of business\n\n\nLinks;\n\n\nBAFSA; Warehouses & modern logistics facilities\, our vision we believe that automatic fire sprinklers are an essential implement in the business resilience tool kit\n\n\nLeicestershire Fire & Rescue Service; website\n\n\n¹Source: FOI Requests for Incident Recording System Data relating to primary fires attended by FRSs in which sprinklers were present for England\, Scotland\, and Wales for the financial years 2018/19 to 2020/21

DESCRIPTION:Fire Rescue Service; South Wales Fire & Rescue Service\nDate of Incident; 27 January 2022\nTime of incident 22:43\nLocation Newport\nGreen Wood Tower block\nOccupancy; Residential High-Rise block\nLocation of fire; Refuse container located beneath the premises rubbish chute\n\nRSP Fire Sprinkler Systems have reported the above-mentioned incident involving the activation of one sprinkler head which successfully extinguished the fire involving a bin store. \nReinstatement of the system following activation\, maintenance is paramount for the safety of the residents a key area that should be considered as part of the consultation process between the sprinkler contractor and client. \nFor this incident it is noted that arrangements were in place allowing the system to be reinstated within an hour of the activation providing a further layer of safety from fire for the residents. \nSouthwales Argus reported that a spokesperson for South Wales Fire and Rescue service said: “At approximately 10.43pm on Thursday\, January 27\, we received reports of a fire in St Julians\, Newport. \n“Multiple crews attended the scene and used specialist equipment to extinguish the fire. \n“The incident concluded at approximately 12.43am.” \nSonia Furzland\, Executive Director of Operations at Newport City Homes said: “Our sprinkler system did its job and put the fire out before it could spread. \n“Our colleagues who were on site last night\, will continue to support South Wales Fire and Rescue Service to investigate the cause of the fire and reduce the risk of this happening again. \n“Working on the advice of our partners at South Wales Fire and Rescue Service\, we installed sprinklers in flats and communal areas in our high rise buildings across the city\, including Greenwood. \nThis is the second reported sprinkler save for Newport involving a bin store\, in a high-rise residential block in the space of 6 months. The fire was contained  to the room of origin by the residential sprinkler system which actuated suppressing the fire before the arrival of NFRS. \nThe benefits of business continuity clearly highlighted with no smoke or fire damage to the surroundings or in close proximity to the appliance. \nThe benefits of the sprinkler systems clearly identified for this incident: \n\nFire was suppressed\, contained to the room of origin\, preventing flash over\nThe safety of firefighters reinforced\, providing firefighters time to implement their tactical action plan\, to extinguish the fire using two hose reels\,\nStaff provided with extra time to implement the premises emergency action plan (Progressive Horizontal Evacuation) allowing residents nearest to the fire to be evacuated to a place of safety\n\nLegislation \nFollowing the tragic events of The Rosepark Care Home Fire in Uddingstom\, South Lanarkshire in 2004 that sadly killed 14 residents\, Scotland responded by making the installation of sprinklers mandatory in all new care homes. Unfortunately\, in England there is no requirement for the installation of sprinklers to protect the most vulnerable residents from fire. \nCost & Benefit \nWhy are sprinklers not installed in care homes? \nIt all comes down to one word\, cost\, expense which adds to the overall build cost\, I wonder how many projects actually complete a cost benefit report for the provision of sprinklers for a new build care home. \nHowever what clients\, care home providers do not understand is the many benefits sprinklers can bring allowing cost savings to be made in other areas with an installed sprinkler system.
