DESCRIPTION:Fire Rescue Service; Mid & West Wales Fire & Rescue Service\nIncident; Fire\nWhen; 26th March 2023\nTime of call; 22:42\nWhere\, Pembrokeshire\nOccupancy; Specialised Housing\nAutomatic fire suppression System; Residential sprinkler system\n\nMid & West Wales Fire & Rescue Service have reported the fire involving a Specialised Housing scheme resulting in the activation of the premises residential sprinkler system. \nBackground \n\nSpecialised housing contains some of are most vulnerable residents of society\, suffering with physical/cognitive\, and mental health issues affecting their ability to react to fire and/or an alarm compromising their ability to escape a fire.\nThe benefits of installing fire sprinklers for this type of occupancy are clearly demonstrated following the outcome of this incident.\n\nIncident \n\nInternal fire involving the communal laundry room.\n2 sprinkler heads actuated.\nContaining/controlling the fire prior to the arrival of the fire service\nOn arrival operational crews identified that the fire had been contained/controlled\nFire contained to the compartment of origin\nRequiring limited offensive firefighting action to fully extinguish the fire.\nNo injuries were reported.\nEnquires are ongoing to establish the cause of the fire.\n\nLegislation \n\nUnlike Scotland and Wales\, it is not mandatory to install fire sprinklers in new build specialised housing schemes in England.\nBAFSA\, welcome’s the government’s recent proposal for sprinklers to be fitted in new care homes in England a change we have all been calling for in the fire sector for many years\, we would also encourage government to look at fitting sprinklers in new specialised housing schemes following the lead of Scotland and Wales.\n\nNewgrange Care Home Fire \n\nWhen you compare this to the Newgrange care home fire\, housing are most vulnerable residents of society\, the outcome was so much different.\nThe scene of a major fire in 2017 which broke out in the early hours of the morning. The home was occupied by 35 residents\, sprinklers were not fitted. The fire resulted in 33 elderly and immobile residents being rescued by firefighters\, sadly two residents died because of the fire.\n\nIf sprinklers had been fitted the outcome could have been so much different\, following the fire the coroner raised concerns that sprinkler systems are not mandatory in care homes. Hertfordshire Fire and Rescue Service (HFRS) recommended sprinklers be installed. DESCRIPTION:Fire Rescue Service; London Fire Brigade (LFB)\nIncident; Fire\nWhen; 1 February 2023\nTime of call; 11;26\nWhere\, Thamesmead\nOccupancy; Residential block of apartments (10 or more stories)\nAutomatic fire suppression system; Residential sprinkler system\n\nLFB have reported the above-mentioned incident resulting in the activation of the premises residential sprinkler system. \nThe premises\, Residential block of apartments of 12 stories\, incorporating a range of 2- and 3-bedroom apartments with a podium garden onsite concierge. \nIncident \n\nOn arrival crews identified that the fire was within the hallway of a second-floor apartment\nTwo concealed sprinkler heads actuated extinguishing the fire.\n5% of the apartment was damaged by fire\, with no injuries reported.\nThe cause of the fire is believed to have been accidental involving incense oil burner\nFirefighting actions\, breathing apparatus crews committed with one jet\, water supply via wet riser.\n\nThis incident demonstrates once again the benefits of installing sprinklers within residential tall buildings for firefighter safety. \n\nRapidly reducing the rate of production of heat and smoke allowing the fire officer crucial time to implement the operational tactical plan.\nAllowing firefighters to complete search and rescue operations by limiting fire development\, which  significantly reduces the risk of flashover.\nIntegrity of the means of escape\, maintained.\nFire contained within the compartment of origin.\nThis incident demonstrates that a correctly designed and installed sprinkler system can detect\, raise the alarm and control or in this case extinguish a fire at an early stage of development and activate an alarm.\n\n\nProtecting firefighters\nProtecting\, reducing risk to life\nProtecting property\n\nFurther guidance \n\nBAFSA\, Sprinkler Saves Annual Review\nLFB AFSS\n\n  \n  \n

DESCRIPTION:Fire Rescue Service; London Fire Brigade (LFB)\nIncident; Fire\nWhen; 11 January 2023\nWhere\, Stratford\nTime of call: 14:27\nUse of premises; Resident halls of residence\nLocation of incident: Room\nFixed installation; Automatic fire suppression system (AFSS)\n\nLFB have reported the above-mentioned incident involving a relatively small fire caused by smoking within a student hall of residence of 25 floors. \nThe flat fire was extinguished by the actuation of one concealed sprinkler head\, no injuries were reported with 500 persons evacuating the premises in accordance with the evacuation strategy simultaneous evacuation. \nThe Cube Student Accommodation Fire \nThe danger of student accommodation fires cannot be underestimated as this was clearly demonstrated following the fire in Bolton involving the premises known as the ‘Cube’ November 2019. The speed with which the fire took hold and the devastating impact it had on the building was shocking. DESCRIPTION:Fire Rescue Service; West Midlands Fire Rescue Service (WMFRS)\nIncident; Refuse chute/bin store fires\nWhere; Birmingham\nUse of premises; Purpose built residential block of flats\nHeight of building; 10 or more stories\nFixed Installation; BS9251:2014\n\nThe following update has been reported by Triangle Fire Systems involving a purpose-built block of flats\, resulting in the premises sprinkler system actuating on 6 specific occasions following fires involving the building’s refuse chute/bin store within a 8 month period. \n Background \n\nAs part of a 3-year programme\, Birmingham Council approved the installation of retrofitting residential sprinkler systems in all their high-rise residential block of flats in 2017 which included the removal of combustible material from the façade where it was identified by laboratories\, and the replacement of window infill panels with A2 fire rated products.\nPrior to this programme\, Birmingham council completed a sprinklers programme to install sprinklers in all the communal bin areas of their residential tower block property portfolio\nThis approach implemented by Birmingham city council should be applauded\, the outcome of which will provide a further layer of safety from fire for both their residents\, firefighters.\n\nResidential Sprinkler System \n\nBS9251:2014\nCategory 3\nSprinkler head VK486\nWater supply 60-minute tank (16000L)\nEnhancements: –\n\n\nDual Pumps\nBack up power supply diesel generator\n\n\nFRS inlet\nRemote monitoring\n\n6x Reported Incidents within the space of 8 months \n\n4\, May 2022\n12\, 13  August 2022\n24 September 2022\n25 November 2022\n17 December 2022\n\nThe incidents \nIt is reported that on each occasion. \n\nlit refuse was dropped down the refuse chute to the refuse store below\nActivating the premises sprinkler system\n1 sprinkler head actuated on each occasion\nContaining\, controlling\, or extinguishing the fire to the compartment of origin.\nThe sprinkler system enhancements were not activated\n\nDanger of Refuse Chute/bin store fires \nThese types of fires can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies\, and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes \nIt is therefore best practice in these situations. \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. The shutter should\, as a minimum\, be operated on a fixed temperature fusible link.\nBespoke sprinkler system\, Further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors.\n\nImportance of Fire Safety Management \nIt is paramount that those designated fire safety managers who have responsibility for fire safety within a building ensure that all fire protection measures in a building can function effectively in the event of a fire including. \n\nWhere the sprinkler alarm functionality is integrated into the premises emergency plan allowing the appropriate emergency response allowing the attendance of the FRS. The actuation of a sprinkler head should be taken as a confirmed fire.\nRefuse fusible-link automatic fire resisting shutters.\n\nManagement is key ensuring the premises fire safety systems are operable in the event of a fire\, reinforced in an open letter from the LFB in 2020\, forwarded to those responsible for fire specifically aimed at shopping centres\, identifying the importance of maintaining fire safety systems. DESCRIPTION:West Midlands Fire Rescue Service (WMFRS) have reported the following sprinkler save following a fire within a high-rise residential purpose-built block of flats involving a duplex maisonette. \nBackground \n\nA duplex maisonette is an apartment having rooms on two floors connected by an internal staircase found in high rise residential blocks of flats typically with an alternative emergency exit. The design are typically a mixture of up flats and down flats with various layouts\, designs.\n Built in the 1960s\, this purpose-built block of flats consisted of nine storeys\, the flats located on ground floor are single level\, the upper floors are duplex maisonettes with access via open balcony walkways\n\n  \n \n\nFire Safety Concerns were identified by the landlord that the alternative means of escape within the maisonettes which would not meet today’s regulatory guidance.\nThe legacy means of escape located in the lower level of the maisonette consisted of an access hatch in the ceiling\, in the event of a fire compromising the means of escape to the upper floor.\n\nThe tenant would be expected to. \n\nRelease the access hatch catch with a wooden pole\, pull down the ladder.\nProceed to climb the ladder to the access floor level.\nThe small emergency escape door would then be released\, releasing the panic latch\nThe tenant would then evacuate to a final place of safety\n\nThe decision was taken by the landlord to retrofit a residential sprinkler system installed to BS9251:2014 as a compensatory measure \n  \n \nImage\, Emergency Access Hatch \nBenefit of Sprinklers \n The installation of the residential sprinkler system would provide a further layer of safety from fire for the tenants\, the benefit of which would allow. \n\nThe fire to be contained/control or extinguished\, reducing the rate of production of heat and smoke\, allowing more time for the tenants to escape to safety\nA sprinkler alarm to be transmitted to the alarm receiving centre in the event of the fire allowing the appropriate emergency response\nA further layer of safety for the protection of firefighters\n\nIt should be noted\, due to the variety\, complexity of the layouts it is very difficult for firefighters in the event of a fire to understand the vertical perspective which is paramount for firefighters’ situational awareness. \nThe Incident \n\nFire and Rescue Service; West Midlands Fire & Rescue Service\nPremises Type; Residential Block of flats of 9 storeys\nWhere\, West Midlands\nWhen; July 2022\n\n  \n\nLocal knowledge of operational crews was clearly demonstrated identifying the building as a duplex apartment design with a fire on a lower level\, the incident commander committed a team of 4 wearing Breathing Apparatus (BA) to extinguish the fire\, perform search and rescue operations.\nWhen accessing a fire compartment from above\, firefighters may be required to descend through hot fire gases. This heat layer will usually be the hottest section of the compartment fire and may increase internal body temperature of firefighters\, affecting the integrity of firefighting media\, personal protection equipment.\nThe seat of the fire was identified to be within a cupboard containing the hot water tank where clothing was identified as being stored on top of the tank which caught light. The sprinkler system activated as designed to contain and limit the spread of fire.\nDue to an unforeseen event\, with the fire being an external incident\, the sprinkler feed pipe was damaged – however\, this was after the system had effectively discharged.\n\nThe Benefits of sprinklers  \nThis incident clearly justifies the approach taken by Watford Community Housing to retrofit sprinklers in their two high-rise residential buildings \n\nInternal fire spread within the two apartments was contained/controlled\, preventing further fire spread to the communal areas\, demonstrating the effectiveness of the fire compartmentation and overall fire strategy\nRapidly reducing the rate of production of heat and smoke\nThe integrity of the means of escape was maintained\nTwo compartment fires\, with restricted fire growth. On arrival crews identified the premises sprinkler system had activated containing/controlling the fire before their arrival.\nThe alarm was raised alerting the resident who proceeded to evacuate his family closing all internal flat doors as they evacuated the dwelling\, no injuries were reported\nTall building fires are one of the most challenging incidents firefighters tackle on a day-to-day basis throughout the country. DESCRIPTION:Fire Rescue Service; South Wales Fire & Rescue Service\nDate of Incident; 27 January 2022\nTime of incident 22:43\nLocation Newport\nGreen Wood Tower block\nOccupancy; Residential High-Rise block\nLocation of fire; Refuse container located beneath the premises rubbish chute\n\nRSP Fire Sprinkler Systems have reported the above-mentioned incident involving the activation of one sprinkler head which successfully extinguished the fire involving a bin store. \nReinstatement of the system following activation\, maintenance is paramount for the safety of the residents a key area that should be considered as part of the consultation process between the sprinkler contractor and client. \nFor this incident it is noted that arrangements were in place allowing the system to be reinstated within an hour of the activation providing a further layer of safety from fire for the residents. \nSouthwales Argus reported that a spokesperson for South Wales Fire and Rescue service said: “At approximately 10.43pm on Thursday\, January 27\, we received reports of a fire in St Julians\, Newport. \n“Multiple crews attended the scene and used specialist equipment to extinguish the fire. \n“The incident concluded at approximately 12.43am.” \nSonia Furzland\, Executive Director of Operations at Newport City Homes said: “Our sprinkler system did its job and put the fire out before it could spread. \n“Our colleagues who were on site last night\, will continue to support South Wales Fire and Rescue Service to investigate the cause of the fire and reduce the risk of this happening again. \n“Working on the advice of our partners at South Wales Fire and Rescue Service\, we installed sprinklers in flats and communal areas in our high rise buildings across the city\, including Greenwood. \nThis is the second reported sprinkler save for Newport involving a bin store\, in a high-rise residential block in the space of 6 months. The fire was contained  to the room of origin by the residential sprinkler system which actuated suppressing the fire before the arrival of NFRS. \nThe benefits of business continuity clearly highlighted with no smoke or fire damage to the surroundings or in close proximity to the appliance. \nThe benefits of the sprinkler systems clearly identified for this incident: \n\nFire was suppressed\, contained to the room of origin\, preventing flash over\nThe safety of firefighters reinforced\, providing firefighters time to implement their tactical action plan\, to extinguish the fire using two hose reels\,\nStaff provided with extra time to implement the premises emergency action plan (Progressive Horizontal Evacuation) allowing residents nearest to the fire to be evacuated to a place of safety\n\nLegislation \nFollowing the tragic events of The Rosepark Care Home Fire in Uddingstom\, South Lanarkshire in 2004 that sadly killed 14 residents\, Scotland responded by making the installation of sprinklers mandatory in all new care homes. Unfortunately\, in England there is no requirement for the installation of sprinklers to protect the most vulnerable residents from fire. \nCost & Benefit \nWhy are sprinklers not installed in care homes? \nIt all comes down to one word\, cost\, expense which adds to the overall build cost\, I wonder how many projects actually complete a cost benefit report for the provision of sprinklers for a new build care home. \nHowever what clients\, care home providers do not understand is the many benefits sprinklers can bring allowing cost savings to be made in other areas with an installed sprinkler system. Including the design\, day to day operational costs of the premises. \n\nReduction in night time staff subject to the findings of the fire risk assessment\, emergency plan of the premises\nFire doorsets to bedrooms do not need to be fitted with self-closing devices.\nProtected areas may contain more than 10 beds.\nBedrooms may contain more than one bed.\n\nIf any of the variations are made\, the management procedures should take account of the larger number of residents that may need assistance\, and the need to manually close bedroom doors during sleeping hours. \nJohn Pratt\, Protection Team Lead at Northamptonshire Fire and Rescue Service said: “This incident is a reminder of the importance of maintaining high standards when it comes to fire safety\, especially in a residential property housing vulnerable people\, some with limited mobility.
