The fire was extinguished by the actuation of one concealed sprinkler head contained to the room of origin with no injuries reported. Upon activation\, the onsite security staff implemented the premises emergency plan in accordance with the premises fire strategy. \nSprinkler Specification \n\nInstalled to BS9251:2014\nWater supply Shared booster Cold water supply\nShared pump(s)s&tanks(s)\nSprinkler heads RD208\n\nStudent Halls of Residence are undoubtedly a challenging environment from a fire safety perspective with their own individual challenges. The student’s lifestyle is typically associated with a reduced level of caution when it comes to appreciating risk. The dangers of cooking related fires were reinforced from Home office fire statistics\, 66% of the 160 plus fires attended by fire rescue services at Student Halls of Residence in 2019/20 were started by cooking appliances \nThis incident clearly identifies the benefits of sprinklers involving chip pan fires\, this is the seventh  incident reported to Sprinklersaves.co.uk putting the myth to bed that residential sprinklers as an extinguishing media should not be used on fires involving chip pans. The speed with which the fire took hold and the devastating impact it had on the building was shocking. DESCRIPTION:Date of incident; 4 December 2023\nTine of call;18:28\nTime of stop;19:37\nLocation; Cleveland Street\, Fitzrovia\nUse of building; Residential/commercial Mixed use building\,\nNumber of floors; 3 plus 2x basement levels\nLocation of fire; Sauna room\, sub basement level\nAutomatic Fire Suppression System; Sprinklers\nFire Rescue Service; London Fire Brigade(LFB\n\nLFB have reported the above-mentioned incident highlighting the benefits of sprinklers involving a sauna located on the second floor sub basement level. \n The premises \nResidential development comprising of 3 separate buildings with landscaped gardens on the podium level with commercial premises located on the ground floor. \n\nBlock A: comprising ground and nine upper stories.\nBlock B: Ground and three upper floors.\nBlock C: Ground and three upper floors with basement (car park) and sub basement.\nProviding in total 88 private apartments\, 15 flats\, four penthouses with private rooftop terraces.\n46 Residential parking spaces\nAmenities include a gym\, screening room\, dining room\, lounge and sauna.\n\nThe Incident \n\n4 pump fire requiring 25 firefighters from Euston\, soho and Paddington fire stations.\nOn arrival operational crews established that there was a fire within the second sub level basement sauna room which had been contained\, controlled by the activation of three sprinkler heads.\nThe fire was extinguished by crew using firefighting media including a main branch.\n50% of the sauna was damaged by fire\, the fire is believed to have been accidental and caused by items left on a sauna\nThere were no reports of any injuries.\nThe incident was closed within 70 minutes\, highlighting the benefits of sprinklers for business continuity.\n\nA London Fire Brigade spokesperson said: “The numbers of buildings in London with sprinklers systems is still very low and we would like to see this increase. Automatic Fire Suppression Systems\, like sprinklers\, alongside other fire safety measures can greatly reduce the impact of fires on people\, property\, homes and communities. \n“Sprinklers are not a luxury – they save lives and also reduce risk to the firefighters who have to tackle the fires.” \n\nThis incident clearly identifies the benefits of sprinklers involving basement fires for operational firefighters which can be a high risk activity\, physically demanding caused by extreme temperatures.\nSprinkler activation reduces heat transfer\, toxic gases\, smoke\, and flashover allowing tenable conditions within the room of origin\, increasing escape time and keeps the fire contained\, controlled or in some cases extinguished before the arrival of the Fire Rescue Service\n\nHow sauna fires can lead to multi million pound loss \nThe above mentioned incident clearly identifies the benefits of providing sprinkler protection for a sauna fire which was dealt with in a controlled manor by LFB with the incident closed within 70 minutes. \nWhen you compare this incident to a similar incident reported from Paul Redington\, from Zurich’s property major loss team involving a commercial leisure centre in the south of England\, the outcome was so munch different with a devastating outcome. \nA cleaning operative inadvertently left a towel on top of a live heater at the end of a shift. A fire then developed\, eventually spreading to the rest of the building. The premises was a total loss\, with the initial claim put at over £30 million – half of which was business interruption. \nIf sprinklers had been fitted the outcome could have been so different!!!!!!!!!! \nSaunas pose a relatively high fire risk\, If not properly managed and maintained due to the combination of timber construction\, combustible insulation and fire risks from electrical hazards\, accidential ignition where towels and other objects are placed on the heater. \nFire protection for a suna\, consideration should be given to providing an Automatic Fire Suppression System where the fire risk assessment indicates this would be a valid control measure as part of a package of fire safety measures. The home was occupied by 35 residents\, sprinklers were not fitted. The fire resulted in 33 elderly and immobile residents being rescued by firefighters\, sadly two residents died because of the fire.\nIf sprinklers had been fitted the outcome could have been so much different\, following the fire the coroner raised concerns that sprinkler systems are not mandatory in care homes. Firefighters evacuated more than 30 residents but sadly two people lost their lives\, sprinklers were not fitted. \n\nThe inquest into the deaths concluded “inadequate compartmentation in the roof space had contributed to their deaths”.\nEvidence from the fire service and an independent fire safety expert highlighted. If a sprinkler system had been installed\, the two deaths were likely to have been prevented.\n\nWhen you compare this incident to a fire involving a real tangible example reported by Kent Fire Rescue Service where fire sprinklers have actuated and in doing so saved life and protected property within a sprinklered protected residential care home fire the outcome of this fire was so much different. \nThis is why the British Automatic Fire Sprinkler Association (BAFSA) The National Fire Chiefs Council are calling for all new build residential care homes to be fitted with sprinkler systems. However\, unlike in Scotland\, Wales there is no building regulation requirement in England for care homes to be fitted with sprinklers. \nIt is therefore disappointing and difficult to understand how Newgrange Care Home has been rebuilt without sprinklers installed\, against the recommendation of Hertfordshire Fire and Rescue Service. \nBAFSA strongly welcomes the governments consultation proposing to require sprinklers in all new build care homes\, this is a change that the fire sector\, fire rescue service has been calling for as these types of premises present a series of unique challenges with respect to fire safety. \n\nThe needs of the occupants and the resources required to undertake an evacuation in these types of premises require careful consideration both in the design and ongoing operation of such buildings\, to ensure that an appropriate level of fire safety is provided.\nThe diminished senses that result from the ageing process may ultimately result in the occupants of residential care premises having a slower reaction time to raise an alarm\, and due to the residents’ reduced physical capabilities\, a slower response time to an alarm\, which may result in an increased evacuation time.\nSignificantly reduced staff numbers\, particularly at night\, and may be unable to undertake a safe and effective evacuation of residents.\n\nAll the above- mentioned factors combine to increase the risk of injury or fatality in a fire\, especially where assistance from carers may be restricted at night. The approach should be applauded\, the outcome of which will provide a further layer of safety from fire for both their residents\, firefighters. \nThe specification\, design of the residential sprinkler system (BS9251:2014) for each individual premises was bespoke which included but not limited to \n\nCategory 2-3\nVK486 Sprinkler heads\nWater supply 60-minute tank (16000L)\n\nEnhancements: – \n\nDual Pumps\nBack-up power supply diesel generator\n\n\nFRS inlet\nRemote monitoring\n\n5x Reported Incidents within the space of 5 days. \n\n10\, 14\, 18\, 19\, 21 June 2023\n\nThe incidents \nIt is reported that on each occasion. \n\nApart from one incident lit refuse was dropped down the refuse chute to the refuse store.\nActivating 1 sprinkler head on each occasion.\nContaining\, controlling\, or extinguishing the fire to the compartment of origin.\nNo injuries were reported.\n\n  \n                       \nImage credit Triangle Fire Systems Ltd \n\nImage 1 sprinkler head discharging\nImage 2 sprinkler head isolated\n\nTo make sprinklers the norm we need the evidence\, the reporting of these incidents should not be underestimated driving change\, the outcome of which will entice housing providers to install sprinklers providing a further layer of safety as part of a holistic approach protecting our communities from fire \nDanger of Refuse Chute/bin store fires \nThese types of fires can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies\, and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice in these situations. \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. The shutter should\, as a minimum\, be operated on a fixed temperature fusible link.\nBespoke sprinkler system\, further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors.\n\nImportance of Fire Safety Management \nIt is paramount that those designated fire safety managers who have responsibility for fire safety within a building ensure that all fire protection measures in a building can function effectively in the event of a fire including. \n\nWhere the sprinkler alarm functionality is integrated into the premises emergency plan\, the cause and effect should be designed to allow the appropriate emergency response allowing the attendance of the FRS. The actuation of a sprinkler head should be taken as a confirmed fire.\nRefuse fusible-link automatic fire resisting shutters.\n\nManagement is key ensuring the premises fire safety systems are operable in the event of a fire\, reinforced in an open letter from the LFB in 2020\, forwarded to those responsible for fire specifically aimed at shopping centres\, identifying the importance of maintaining fire safety systems. (WMFRS)\nIncident; Fire.\nWhen; 12 April 2023.\nTime of call; 02:00.\nWhere\, Salisbury Tower\, 55 Middleway View\, Lady Wood Birmingham.\nOccupancy: Purpose built Flat 10 or more stories.\nAutomatic fire suppression System; BS9251:2014 Residential sprinkler system.\n\nWMFRS have reported the fire involving a residential block of flats resulting in the activation of the premises residential sprinkler system. \nBackground \n\nAs part of a 3-year programme\, Birmingham City Council approved the installation of retrofitting residential sprinkler systems in 213 high-rise residential blocks of flats in June 2017.\nPrior to this sprinklers were retrofitted into all the communal bin areas of their residential tower block property portfolio.\n\n The Premises \n\n20 Storey residential block of flats.\nContaining\n\n\n116 Flats.\nGround floor common room\, refuse store\, caretakers’ office\, and storage area.\n\n Residential Sprinkler System \n\nBS9251:2014 Residential sprinkler system.\nSprinkler coverage apartments\, ground floor common room\, refuse store\, caretakers’ office\, and storage area.\nCommon ways and stairs not sprinkler protected deemed fire sterile\, managed.\nCategory 3 Enhanced water supply.\n(Dual Pumps\, 60 minutes full holding capacity tank.\nGenerator backup to one pump.\nFRS emergency inlet.\n\nThe Incident \n\nFour fire appliances\, one aerial platform was mobilised by Staffordshire and West Midlands fire control to a tall building fire\, involving a residential flat on the tenth storey of the building.\nFire survival guidance was provided to the family over the telephone by Staffordshire and West Midlands fire control due to smoke percolating throughout the flat compromising the families means of escape.\n3 minutes after being mobilised\, operational crews identified that the fire had been extinguished by the activation of the residential sprinkler system.\nAllowing firefighters to assist the family from their dwelling to a place of safety.\nThe family were removed to hospital for a precautionary check-up.\nThe cause of the fire is believed to involve an electric bike left on charge in the hallway of the flat\, compromising their means of escape from their dwelling.\n\nThis incident clearly identifies the benefits of installing a correctly designed and installed sprinkler system reducing the rate of production of heat and smoke\, allowing more time for the occupants to escape to safety or be rescued. \n Tall buildings fires are one of the most challenging incidents for fire and rescue services\, sadly demonstrated following the Shirley Towers fire which occurred in a residential tall building in Southampton in 2010 which cost the lives of two firefighters. \nBenefits of residential sprinklers for tall building fires \n\nInternal fire spread within the dwelling contained/controlled or in some cases extinguished.\nPreventing further fire spread from the compartment of origin compromising the means of escape from the common ways.\nRapidly reducing the rate of production of heat and smoke\, preventing flash over\nAllowing firefighters in carrying out search and rescue operations by limiting fire development\, which significantly reduces the risks to firefighters allowing the residents to be safely evacuated from the premises.\n\nThe danger of E-bike and E-scooter when charging \n\nWMFRS press release refers that the cause of the fire involved an electric bike which was on charge.\nCharging batteries or E-bikes and E-scooters should not take place in your escape routes.\nLondon Fire Brigade (LFB) have reported\, fires involving lithium batteries are the fastest growing fire risk in London.\n\n\nIn 2023 LFB have attended on average\, an e-bike or e-scooter fire once every two days.\nIn 2022\, we attended 87 e-bike and 29 e-scooter fires\, a total of 116 fires.\n\n\nThe dangers of Lithium-Ion battery fires should not be underestimated which can develop into significant and unstoppable *thermal runaway fires.\nit should be noted\, Sprinkler protection of lithium-ion batteries is outside the scope of current standard sprinkler design standards e.g.\, EN\, NFPA/FM\, specialist standards are being developed for example NPFA 855\n\nSimon Barry\, Deputy Chief Fire Officer of West Midlands Fire Service (WMFS)\, said: “Sprinklers save lives – as this incident very clearly demonstrates. The home was occupied by 35 residents\, sprinklers were not fitted. The fire resulted in 33 elderly and immobile residents being rescued by firefighters\, sadly two residents died because of the fire.\n\nIf sprinklers had been fitted the outcome could have been so much different\, following the fire the coroner raised concerns that sprinkler systems are not mandatory in care homes. Hertfordshire Fire and Rescue Service (HFRS) recommended sprinklers be installed. The speed with which the fire took hold and the devastating impact it had on the building was shocking. DESCRIPTION:Fire Rescue Service; West Midlands Fire Rescue Service (WMFRS)\nIncident; Refuse chute/bin store fires\nWhere; Birmingham\nUse of premises; Purpose built residential block of flats\nHeight of building; 10 or more stories\nFixed Installation; BS9251:2014\n\nThe following update has been reported by Triangle Fire Systems involving a purpose-built block of flats\, resulting in the premises sprinkler system actuating on 6 specific occasions following fires involving the building’s refuse chute/bin store within a 8 month period. \n Background \n\nAs part of a 3-year programme\, Birmingham Council approved the installation of retrofitting residential sprinkler systems in all their high-rise residential block of flats in 2017 which included the removal of combustible material from the façade where it was identified by laboratories\, and the replacement of window infill panels with A2 fire rated products.\nPrior to this programme\, Birmingham council completed a sprinklers programme to install sprinklers in all the communal bin areas of their residential tower block property portfolio\nThis approach implemented by Birmingham city council should be applauded\, the outcome of which will provide a further layer of safety from fire for both their residents\, firefighters.\n\nResidential Sprinkler System \n\nBS9251:2014\nCategory 3\nSprinkler head VK486\nWater supply 60-minute tank (16000L)\nEnhancements: –\n\n\nDual Pumps\nBack up power supply diesel generator\n\n\nFRS inlet\nRemote monitoring\n\n6x Reported Incidents within the space of 8 months \n\n4\, May 2022\n12\, 13  August 2022\n24 September 2022\n25 November 2022\n17 December 2022\n\nThe incidents \nIt is reported that on each occasion. \n\nlit refuse was dropped down the refuse chute to the refuse store below\nActivating the premises sprinkler system\n1 sprinkler head actuated on each occasion\nContaining\, controlling\, or extinguishing the fire to the compartment of origin.\nThe sprinkler system enhancements were not activated\n\nDanger of Refuse Chute/bin store fires \nThese types of fires can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies\, and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes \nIt is therefore best practice in these situations. \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. The shutter should\, as a minimum\, be operated on a fixed temperature fusible link.\nBespoke sprinkler system\, Further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors.\n\nImportance of Fire Safety Management \nIt is paramount that those designated fire safety managers who have responsibility for fire safety within a building ensure that all fire protection measures in a building can function effectively in the event of a fire including. \n\nWhere the sprinkler alarm functionality is integrated into the premises emergency plan allowing the appropriate emergency response allowing the attendance of the FRS. The actuation of a sprinkler head should be taken as a confirmed fire.\nRefuse fusible-link automatic fire resisting shutters.\n\nManagement is key ensuring the premises fire safety systems are operable in the event of a fire\, reinforced in an open letter from the LFB in 2020\, forwarded to those responsible for fire specifically aimed at shopping centres\, identifying the importance of maintaining fire safety systems.
