(NFRS\n\nBackground \nNottingham City Council should be applauded for their decision to implement an £8.4 million programme protecting their tenants from fire by installing fire sprinklers into their 13 high rise residential block as part of a package of long-standing fire safety measures. Following the tragic events of the Grenfell fire\, Nottingham City Homes\, which manages the Council’s social housing\, conducted a review of fire safety in conjunction with NFRS. Where it was recommended that fire sprinklers should be fitted in all high-rise common ways and dwellings. \n This decision was clearly justified following a small fire within a flat which was successfully extinguished by the premises sprinkler system with no injuries reported \nThe Incident \n\nFire crews were mobilised to reports of an automatic fire alarm sounding within a 22-storey residential block of flats.\nEn-route the incident was upgraded to a fire call\, persons reported.\nFollowing the completion of a dynamic risk assessment\, key tasks by the officer in charge (OIC) on arrival\, it was established that the building was fitted with a residential sprinkler system with the fire located on the16th floor within a dwelling.\nThe benefit of the sprinkler system allowed extra time for the OIC to implement a robust operational tactical plan for the incident.\n4-team breathing apparatus team was committed from the bridgehead to locate the resident\, extinguish the fire.\nUpon entry to the flat it was established that a fire within a room had been contained\, controlled by the activation of 1 sprinkler head located within the hallway.\nNo rapid-fire growth reported\, the fire was extinguished using 1 jet.\nThe resident self-evacuated their flat prior to the arrival of NFRS with no injuries reported.\nEnquires are ongoing to establish the cause of the fire.\nPremises Emergency Plan \n\nIt was reported following the incident that flats were affected by water\, it should be remembered that a robust emergency plan will allow the provision of vital information for the Fire Rescue Service to be shared by onsite representatives.\nClarifying the location and provision of key elements of the active fire safety systems where present such as sprinklers and other forms of AFSS.\nAllowing  a robust onsite emergency response to be actioned to assist with the control of the sprinkler system at the conclusion of the fire incident  including consideration to  the reinstatement of the system.\n\nPremises Sprinkler System \n\nBS9251:2014 Category 3 system\nCoverage: flats\, common ways\, refuse chute room/bin store\n\nLinks/sources \n\nSprinkler Saves Review 2022/2023\nSprinkler Saves Spring Update No 4\nFire Protection Association Press Release.\nMy Nottingham News\nNottinghamshire  Fire and Rescue Service AFSS Position Statement\nWesthampsted Square AFSS Activation Case Study\n\nIf you want to make a difference working in the fire sector\, we need your assistance…… \nTo make sprinklers the norm and not the exception – we need the evidence. DESCRIPTION:Credit images Hampshire & Isle of Wight Fire & Rescue Service \n\nDate of incident: 30 March 2024.\nTine of call; 19:20.\nTime of stop; 20:00.\nLocation; Winchester.\nUse of building; Residential Care Home.\nLocation of fire; Room.\nAutomatic Fire Suppression System; Sprinklers.\nFire Rescue Service; Hampshire & Isle of Wight Fire & Rescue Service.\n\nHampshire County Council should be applauded for their position protecting their most vulnerable residents from fire by installing sprinklers into all their residential and nursing care homes as part of a package of long-standing fire safety measures following this positive news story reported by Hampshire & Isle of Wight Fire & Rescue Service. \nA small fire within a residential and nursing care home for older adults some of whom are living with dementia was successfully extinguished by the premises sprinkler system. \nResidential care premises present a series of unique challenges with respect to fire safety. The needs of the occupants and the resources required to undertake an evacuation in these types of premises require careful consideration both in the design and ongoing operation of such buildings\, to ensure that an appropriate level of fire safety is provided. \nThe diminished senses that result from the ageing process may ultimately result in the occupants of residential care premises having a slower reaction time to raise an alarm\, and due to the residents’ reduced physical capabilities\, a slower response time to an alarm\, which may result in an increased evacuation time. All the above- mentioned factors combine to increase the risk of injury or fatality in a fire\, especially where assistance from carers may be restricted at night. \nwhere residents require assistance\, it is likely that the evacuation process will take longer\, and sprinklers provide significant benefits to address this risk. \nThe Incident \n\nFire crews were mobilised to reports of a fire following the activation of the premises automatic fire detection system\, sprinkler alarm.\nOn arrival it was identified that the premises emergency plan\, progressive horizontal evacuation had been implemented by staff moving residents away from the affected fire compartment with no injuries reported.\nUpon entry to the room of origin a small fire involving a plastic waste bin had been successfully contained\, extinguished by the activation of one sidewall sprinkler head located directly above the seat of the fire.\nNo further firefighting media was required with only minor fire\, smoke damage reported within the compartment of origin.\n\nIt should be remembered.  \n\nThe fire was extinguished\, controlled within the compartment of origin by the\n\n\nSprinkler system.\nPassive fire safety measures.\n\n(Providing effective fire protection requires both passive and active elements working in unison and complementing the roles of one another) \n\nMinimal fire damage was reported within the compartment of origin.\nNo further firefighting media was required.\nThe sprinkler system maintained the care homes continuity of providing care to their residents with minimal disruption\, valuable community asset saved.\n\n  \n Emergency Plan \nA robust emergency plan was available allowing the provision of vital information for the Fire Rescue Service to be shared by onsite representatives. DESCRIPTION:Louisa Curtis\, East Sussex Fire and Rescue Fire Safety Team Leader for Brighton and Hove\, said:   \n“This incident demonstrates once again why we are calling for a law making the installation of sprinklers in Care Homes mandatory \nOlder people\, as well as people with mental health problems and those with mobility issues\, are the groups within society most at risk from fire. \nThis is why we want to see all new build residential care homes fitted with sprinklers. \nThe benefits of which were clearly identified following this fire\, which was contained\, controlled and extinguished by the activation of one sprinkler head before the arrival of the fire service. \nFurthermore\, no injuries were reported and it resulted in a valuable community asset being saved from fire.” \n“Sprinklers are a life safety system which can reduce the number of deaths and injuries from fire\, particularly in buildings housing our most vulnerable residents within our communities whilst also reducing the risks to firefighters from fire.” \n  \n \nThis is the second reported successful tangible sprinkler save reported to Sprinkler Saves Uk in the last 6 months where the fire has been contained\, extinguished by the activation of the sprinkler system within a residential care home with no injuries\, casualties reported. Demonstrating once again the benefits of installing Automatic Fire Suppression Systems as part of a package of fire safety measures protecting our most vulnerable residents of our communities from fire. \nThe potential for multiple fatalities or injuries among staff in care homes is very high as demonstrated following the tragic fire that devastated a residential care home in Hertfordshire in 2017. Firefighters evacuated more than 30 residents but sadly two people lost their lives\, sprinklers were not fitted. \nThe above attached image clearly captures this tragic fire. \n\nThe inquest into the deaths concluded “inadequate compartmentation in the roof space had contributed to their deaths”.\nEvidence from the fire service and an independent fire safety expert highlighted. If a sprinkler system had been installed\, the two deaths were likely to have been prevented.\n\nReinforcing why England should follow the lead of both Scotland and Wales making the installation of AFSS mandatory.The British Automatic Fire Sprinkler Association fully supports the government’s consultation for proposals to require sprinklers in new care homes\, this is a change that we and the fire sector have long been calling for\, we would also like this to be extended to the retrofitting of sprinkler systems in existing care homes. \nThis is a change that the fire sector\, fire rescue service has been calling for as these types of premises present a series of unique challenges with respect to fire safety. \n\nThe needs of the occupants and the resources required to undertake an evacuation in these types of premises require careful consideration both in the design and ongoing operation of such buildings\, to ensure that an appropriate level of fire safety is provided.\nThe diminished senses that result from the ageing process may ultimately result in the occupants of residential care premises having a slower reaction time to raise an alarm\, and due to the residents’ reduced physical capabilities\, a slower response time to an alarm\, which may result in an increased evacuation time.\nSignificantly reduced staff numbers\, particularly at night\, and may be unable to undertake a safe and effective evacuation of residents.\n\nAll the above- mentioned factors combine to increase the risk of injury or fatality in a fire\, especially where assistance from carers may be restricted at night. Where residents require assistance\, it is likely that the evacuation process will take longer. \nOur thanks to East Sussex Fire & Rescue Service for reporting this sprinkler save from Brighton which provides further evidence on why sprinklers should be installed in residential care homes\, making them the norm not the exception. \n Brighton Residential Care Home Sprinkler Activation  \n\nDate of incident;28 March 2024.\nTine of call; 19:20.\nTime of stop; 20:25.\nLocation; Brighton\nUse of building; Residential Care Home.\nLocation of fire; Laundry Room.\nAutomatic Fire Suppression System; Sprinklers.\nFire Rescue Service; East Sussex Fire & Rescue Service (ESFRS)\n\nResidential\, nursing home of three floors and lower ground floor providing care for up to 80 residents some of whom are living with dementia. \nThe Incident \n\nFire crews from local stations were mobilised to reports of a fire within a laundry room.\nThe incident was designated\, 4-pump fire\, persons reported.\nThe location of the fire was identified to be within a laundry room on the lower ground floor.\nFollowing the completion of a dynamic risk assessment by the Officer in Charge a breathing apparatus team were committed to locate\, extinguish the fire.\nUpon entry to the room of origin the seat of the fire was established to involve a clothing\, textiles which had been successfully contained\, extinguished by the activation of one sprinkler head located within the room of origin.\nNo further firefighting media was required\, no rapid-fire growth reported.\nLimited fire damage was reported within the compartment of origin up to 5m²\nNo injuries\, casualties were reported\n\nSelf-heating\, spontaneous combustion \n It is reported that the cause of the fire was due to clothing textiles removed from an industrial tumble dryer that had been laundered and folded into a pile within a laundry basket whilst still hot. Providing further evidence that fire sprinklers have been proven to have an excellent track record in reducing the impact of fire and in reducing harm and protecting people from fire. Supporting the findings contained in the most recent ¹UK research commissioned by The National Fire Chiefs Council National Fire Sprinkler Network and supported by British Automatic Fire Sprinkler Association in the publication\, “Efficiency and Effectiveness of Sprinkler Systems in the United Kingdom: An Analysis from Fire Service Data”. \nAcross all premises types:\n• Sprinklers are 99% efficient in extinguishing or controlling a fire.\n• Sprinklers are 94% efficient in their ability \n Background \nThe decision by Oxford City Council in 2017 to retrofit sprinkler systems as part of a major refurbishment of the council’s stock of high-rise flats to improve fire safety as part of a package of fire safety measures\, reenforced following the successful activation of the residential sprinkler system following a kitchen fire within one of their blocks with no injuries reported. \n The Incident \n\n6 fire pumping appliances\, 1 aerial appliance mobilised from local stations to reports of a fire within a residential tall building.\nOn arrival it was established that the fire had broken out within a 10th floor flat of a 15-storey building\nUpon entry to the flat\, it was established that the fire had originated in the kitchen which had been successfully extinguished by the activation of one sprinkler head before the arrival of OFRS.\nNo further firefighting media was required by operational crews.\nThe cause of the fire was established to involve cooking located on top of the hob 0.5msq.\nFire damage was sustained directly behind the cooker\, plastic trunking at ceiling height.\n\n\nAt the conclusion of the incident\, it was noted water from the activated sprinkler head was successfully contained to the compartment of origin.\nProviding effective fire protection requires both passive and active elements working in unison and complementing the roles of one another. The use of a combined approach allowing the occupants of exiting the building safely/damage to the property is minimized.\n\nEmergency Plan \nA robust emergency plan will allow the provision of vital information for the FRS to be shared by onsite representatives. Clarifying the location and provision of key elements of the active fire safety systems where present such as sprinklers and other forms of AFSS. The term high rise building includes a variety of structures from conventional residential block of flats to large complex commercial buildings of which some will be multiple use. (Mixture of commercial/residential accommodation)The installation of sprinklers plays a pivotal role in fire suppression for these types of buildings as part of a package of fire safety measures allowing more time for the occupants to escape to safety or be rescued. \nThe Incident \n\nFire crews were mobilised to reports of a fire within a 17-storey residential block of flats comprised of studio\, 2–3 bedroom apartments and duplexes with amenities.\nFollowing the completion of a dynamic risk assessment by the officer in charge on arrival\, it was established that the building was fitted with a residential sprinkler system with the fire located within a studio flat on the14th storey.\nThe benefit of the sprinkler system allowed time for the OIC to implement a robust operational tactical plan for the incident.\n4-team Breathing Apparatus (BA) team were committed from the bridgehead to complete a primary\, secondary search of the dwelling and extinguish the fire.\nPositive pressure ventilation\, premises smoke extraction system was identified to be operating well within the common ways playing a vital role preventing a build-up of smoke\, heat and toxic gases allowing tenability of the escape routes.\nUpon entry by BA crews into the flat\, a smoke curtain was deployed to the entrance of the dwelling to prevent the spread of smoke into the common ways.\nThe BA team established that the location of the fire was within the kitchen\, involving a fridge freezer.\nThe fire had been contained\, controlled by the activation of one concealed sprinkler head\, no rapid-fire growth was reported.\nThe fire was extinguished using 1 jet via the dry rising main.\nEnquires are ongoing to establish the cause of the fire\, the most likely cause of the fire was due to an electrical defect within the fridge freezer.\n\n  \n         \nImage credit Richmond Fire Engineers Ltd \nSprinkler System Specification   \n\nBS9251:2014\nCategory 3 system\nSprinkler coverage\, apartments only\, bathrooms & cupboards permitted exceptions\nWater supply\, Shared connection from boosted cold water\nSprinkler head\, concealed\n\nPremises Emergency Plan \nIt was reported following the incident that flats were affected by water\, it should be remembered that a robust emergency plan will allow the provision of vital information for the Fire Rescue Service to be shared by onsite representatives. The outcome of which will allow a robust onsite emergency response to be immediately actioned to assist the control of the sprinkler system during the fire incident and following a fire so that they can be reinstated. \nThis incident provides further evidence that the operation of a correctly designed and installed residential sprinkler system reduces the rate of production of heat and smoke working in unison with passive elements as part of a package of fire safety measures\, allowing more time for the occupants to escape to safety or be rescued.  \n Key facts  \n\nThe fire was contained\, controlled within the compartment of origin.\nThe activation of the sprinkler system reduced the heat output from the fire by reducing its growth\, allowing more time for the occupants to escape to safety or be rescued.\nThe sprinkler system provided vital protection for the residents\, firefighters\n\nBAFSA Incident Data Report Focus on Sprinklers \n\nBAFSA realises that fire incident data provides powerful evidence of the benefits of fire sprinklers and has published a series of reports analysing Incident Recording System data on fires in sprinklered buildings from 2018-2021.\nThe aim of the analyses is to identify trends and gain insight on the use of sprinklers within Great Britain to help effect a change so that sprinklers are the norm\, not the exception. The system kept the fire itself under control and prevented it spreading while enabling our crews to tackle the fire quickly and safely. Having sprinklers installed is like having a firefighter in every room. (Source: Southampton City Council website) \nThe Incident \n\nFire crews from local stations were mobilised to reports of a sprinkler alarm actuating within a residential high-rise block.\nOn arrival the officer in charge (OIC) established that a fire had broken out within a third floor flat.\nThe activation of the sprinkler system  provided time for the OIC to complete a dynamic risk assessment to extinguish the fire.\nOperational crews wearing Breathing Apparatus were committed as part of a 2-line attack.\nUpon entry to the flat it was identified that the fire had been extinguished within the Kitchen following the activation of 1 sidewall sprinkler head.\nThe cause of the fire was established to involve a cooking appliance.\nAt the time of the fire the kitchen door was closed which contained the fire to the room of origin\, limiting further fire damage\, Identifying the benefits of passive fire safety measures\nProviding effective fire protection requires both passive and active elements working in unison and complementing the roles of one another. On arrival operational crews identified that the fire had been extinguished by the activation of one sprinkler head containing the to the room of origin which required crews only to dampen down and turn over the seat of the fire. \nHats off to Barking & Dagnham who made the decision in 2015/16 to install fire sprinkler systems within all their 22 high-rise blocks waste bin chute rooms. \nDanger of refuse chute/bin store fires. \nThese types of fires can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies\, and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice in these situations. \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. The shutter should\, as a minimum\, be operated on a fixed temperature fusible link.\nBespoke sprinkler system\, further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors.\n\nAnalysis of compound primary fire data \nWhere sprinklers were reported and having an impact for the period of 2018/2019 to 2020/21\, refuse stores accounted for the highest number of incidents with 141outside the flat. \nFrom the 141 sprinkler activations outside the flats\, refuse fires accounted for the highest number of incidents with 123. In refuse store fires sprinklers extinguished 53 (43%) incidents with a further 63 (51%) incidents being contained or controlled. \n  \n \n  \nWhat cannot be defined by the data is whether the installation of sprinklers within buildings is limited to these refuse stores alone or extended to the occupied flat areas. \nImportance of Fire Safety Management \nIt is paramount that those designated fire safety managers who have responsibility for fire safety within a building ensure that all fire protection measures in a building can function effectively in the event of a fire including. \n\nWhere the sprinkler alarm functionality is integrated into the premises emergency plan\, the cause and effect should be designed to allow the appropriate emergency response allowing the attendance of the FRS. The actuation of a sprinkler head should be taken as a confirmed fire.\nRefuse fusible-link automatic fire resisting shutters.\n\nManagement is key ensuring the premises fire safety systems are operable in the event of a fire\, reinforced in an open letter from the LFB in 2020\, forwarded to those responsible for fire specifically aimed at shopping centres\, identifying the importance of maintaining fire safety systems. A fire then developed\, eventually spreading to the rest of the building. The premises was a total loss\, with the initial claim put at over £30 million – half of which was business interruption. \nIf sprinklers had been fitted the outcome could have been so different!!!!!!!!!! \nSaunas pose a relatively high fire risk\, If not properly managed and maintained due to the combination of timber construction\, combustible insulation and fire risks from electrical hazards\, accidential ignition where towels and other objects are placed on the heater. \nFire protection for a suna\, consideration should be given to providing an Automatic Fire Suppression System where the fire risk assessment indicates this would be a valid control measure as part of a package of fire safety measures. The home was occupied by 35 residents\, sprinklers were not fitted. The fire resulted in 33 elderly and immobile residents being rescued by firefighters\, sadly two residents died because of the fire.\nIf sprinklers had been fitted the outcome could have been so much different\, following the fire the coroner raised concerns that sprinkler systems are not mandatory in care homes. Firefighters evacuated more than 30 residents but sadly two people lost their lives\, sprinklers were not fitted. \n\nThe inquest into the deaths concluded “inadequate compartmentation in the roof space had contributed to their deaths”.\nEvidence from the fire service and an independent fire safety expert highlighted. If a sprinkler system had been installed\, the two deaths were likely to have been prevented.\n\nWhen you compare this incident to a fire involving a real tangible example reported by Kent Fire Rescue Service where fire sprinklers have actuated and in doing so saved life and protected property within a sprinklered protected residential care home fire the outcome of this fire was so much different. \nThis is why the British Automatic Fire Sprinkler Association (BAFSA) The National Fire Chiefs Council are calling for all new build residential care homes to be fitted with sprinkler systems. However\, unlike in Scotland\, Wales there is no building regulation requirement in England for care homes to be fitted with sprinklers. \nIt is therefore disappointing and difficult to understand how Newgrange Care Home has been rebuilt without sprinklers installed\, against the recommendation of Hertfordshire Fire and Rescue Service. \nBAFSA strongly welcomes the governments consultation proposing to require sprinklers in all new build care homes\, this is a change that the fire sector\, fire rescue service has been calling for as these types of premises present a series of unique challenges with respect to fire safety. \n\nThe needs of the occupants and the resources required to undertake an evacuation in these types of premises require careful consideration both in the design and ongoing operation of such buildings\, to ensure that an appropriate level of fire safety is provided.\nThe diminished senses that result from the ageing process may ultimately result in the occupants of residential care premises having a slower reaction time to raise an alarm\, and due to the residents’ reduced physical capabilities\, a slower response time to an alarm\, which may result in an increased evacuation time.\nSignificantly reduced staff numbers\, particularly at night\, and may be unable to undertake a safe and effective evacuation of residents.\n\nAll the above- mentioned factors combine to increase the risk of injury or fatality in a fire\, especially where assistance from carers may be restricted at night. DESCRIPTION:Fire Rescue Service; London Fire Brigade (LFB)\nIncident; Fire\nDate of Incident; 27 July 2023\nTime of call; 22:36\nTime of stop; 23:58\nWhere; London\, Ilford\nLocation of fire; Room\nUse of premises; Purpose built Flat 10 or more stories.\n\nLFB have reported the above-mentioned fire resulting in the activation of the residential sprinkler system. \nThe Premises \n\n10-storey purpose built residential block of flats\nComprising 167 private residential units\n\nSprinkler System \n\nBS9251 Category 2.\nNumber of heads 454 heads.\nCoverage flats only.\nWater supply\, teeing off from a 42mm shared boosted riser.\nVariation of pipes ranging from 20mm-42mm pipes where used to successfully to reduce the hydraulic demand requirements for the combined system.\n\nThe incident  \n\n4 Pump fire requiring 25 firefighters mobilised from Ilford\, Stratford and East Ham Fire Stations\nOn arrival crews identified the fire was located within a five roomed flat on the ground floor\nContained\, controlled by the activation of the sprinkler system.\nBreathing apparatus crews were committed using a main jet to extinguish the remaining hot spots.\n\nObservations \n\nIt is reported that the sprinkler system was interfaced with the fire detection\, fire alarm system allowing the appropriate emergency action/response to be implemented.\nInvestigations are ongoing regarding the cause of the fire.\nNo injuries were reported.\n\nThis incident proves once again the installation of a life safety residential sprinkler system. \n\nSaves lives\, prevents injuries.\nContains/controls the fire preventing flashover.\nMinimises fire damage.\nEnsuring\, that if a fire occurs it is only a minor inconvenience.\n\nA London Fire Brigade spokesperson said: \n“The numbers of buildings in London with sprinklers systems is still very low and we would like to see this increase. DESCRIPTION:Image credit Triangle Fire Systems  Ltd ; sprinkler head discharging \n\nFire Rescue Service; West Midlands Fire Rescue Service (WMFRS)\nIncident; Refuse chute/bin store fires\nWhere; Birmingham\nUse of premises; Purpose built residential block of flats.\nFixed Installation; BS9251:2014\n\nDuring the month of June\, Triangle Fire Systems Ltd reported five separate incidents within 5 days involving the activation of the premises residential sprinkler system within the refuse/bin store of three high rise residential purpose-built block of flats. \nMaking a total of 19 incidents within the space of 13 months when you consider the previous Sprinkler Saves May update which reported 14 similar incidents\, justifying Birmingham councils’ decision to install sprinklers in all the communal bin areas of their residential tower block property portfolio. \nPost Grenfell\, Birmingham council continued their commitment to providing its residents with the highest level of fire safety by implementing a 3-year programme for the retrofitting of sprinklers in all their high-rise residential block of flats. The approach should be applauded\, the outcome of which will provide a further layer of safety from fire for both their residents\, firefighters. \nThe specification\, design of the residential sprinkler system (BS9251:2014) for each individual premises was bespoke which included but not limited to \n\nCategory 2-3\nVK486 Sprinkler heads\nWater supply 60-minute tank (16000L)\n\nEnhancements: – \n\nDual Pumps\nBack-up power supply diesel generator\n\n\nFRS inlet\nRemote monitoring\n\n5x Reported Incidents within the space of 5 days. \n\n10\, 14\, 18\, 19\, 21 June 2023\n\nThe incidents \nIt is reported that on each occasion. \n\nApart from one incident lit refuse was dropped down the refuse chute to the refuse store.\nActivating 1 sprinkler head on each occasion.\nContaining\, controlling\, or extinguishing the fire to the compartment of origin.\nNo injuries were reported.\n\n  \n                       \nImage credit Triangle Fire Systems Ltd \n\nImage 1 sprinkler head discharging\nImage 2 sprinkler head isolated\n\nTo make sprinklers the norm we need the evidence\, the reporting of these incidents should not be underestimated driving change\, the outcome of which will entice housing providers to install sprinklers providing a further layer of safety as part of a holistic approach protecting our communities from fire \nDanger of Refuse Chute/bin store fires \nThese types of fires can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies\, and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice in these situations. \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. The shutter should\, as a minimum\, be operated on a fixed temperature fusible link.\nBespoke sprinkler system\, further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors.\n\nImportance of Fire Safety Management \nIt is paramount that those designated fire safety managers who have responsibility for fire safety within a building ensure that all fire protection measures in a building can function effectively in the event of a fire including. \n\nWhere the sprinkler alarm functionality is integrated into the premises emergency plan\, the cause and effect should be designed to allow the appropriate emergency response allowing the attendance of the FRS. The actuation of a sprinkler head should be taken as a confirmed fire.\nRefuse fusible-link automatic fire resisting shutters.\n\nManagement is key ensuring the premises fire safety systems are operable in the event of a fire\, reinforced in an open letter from the LFB in 2020\, forwarded to those responsible for fire specifically aimed at shopping centres\, identifying the importance of maintaining fire safety systems. DESCRIPTION:  \n\nFire Rescue Service; East Sussex Fire & Rescue Service (ESFRS)\nDate of Incident; 23 May 2023\nTime of call: 20:58\nStop Message: 22:39\nIncident closed 22:40\nPremises; Assisted Living\nLocation; Brighton\nType of fire; Kitchen fire\nAutomatic Fire Sprinkler System; Wet Pipe (Sprinkler)\n\nThis is the second reported fire within the premises sprinkler within the space of 14 months.  \nOn each occasion the fire was either extinguished\, contained/controlled following the activation of the sprinkler system clearly demonstrating the benefits of sprinklers protecting the most vulnerable residents of our communities. \n The Incident \n\nFour pumping appliances from Brighton\, Roedean & Hove were mobilised to a kitchen fire.\nOn arrival crews established that the fire was on the on the 5th floor of a 6-storey building involving an open plan residential flat.\nThe OIC implemented a full high-rise procedure committing a crew of two wearing breathing apparatus with firefighting media consisting of a jet.\nIt was established upon entry that the fire had been extinguished by the actuation of one sprinkler head.\nThe seat of the fire was established to involve the kitchen hob which spread to the overhead extractor fan.\nThe cause of the fire has been contributed to cooking.\nFire damage 5m².\nThe fire was contained to the compartment of origin.\nNo injuries were reported.\nThe incident was closed within 2 hours\nFRS resources\, Thermal Image Camera\, jet Breathing Apparatus\, Dry rising Main\n\nThis incident demonstrates once again the benefits of installing sprinklers within residential tall buildings for firefighter safety. \n\nRapidly reducing the rate of production of heat and smoke allowing the fire officer crucial time to implement the operational tactical plan.\nAllowing firefighters to complete search and rescue operations by limiting fire development\, which significantly reduces the risk of flashover.\nIntegrity of the means of escape\, maintained.\nFire contained within the compartment of origin.\nThis incident demonstrates that a correctly designed and installed sprinkler system can detect\, raise the alarm and control or in this case extinguish a fire at an early stage of development and activate an alarm.\n\n\nProtecting firefighters\nProtecting\, reducing risk to life\nProtecting property\n\nBusiness Continuity \n\nIn my experience\, the importance of business continuity is often overlooked by the responsible person/management where active fire systems are installed for example fire sprinklers.\nWhere the sprinkler system has activated\, the fire officer will require the system to be isolated to stop the flow of water\, once it is identified that the fire has been extinguished.\nThe importance of onsite information allowing the Fire Rescue Service to complete this action should not be underestimated due to the negative outcome.\nIt is paramount that clear concise information including signage\, plans are available allowing the system isolation valves to be immediately identified\, further guidance is contained in BS9251:2021\n\nSources/further reading.  \n\nBrighton Balcony Sprinker Save\nBAFSA\, Greater London Sprinkler Report\nESFRS\nLondon Fire Brigade\, West Hampstead Square AFSS Activation Case Study.\nSprinklers ensure resilience for business (Government Business)
