DESCRIPTION:Location; Harlow Essex\nDate of incident; 12 October 2021\nTime of call; 10:23\n4x Fire Appliances mobilised\n\nEssex County Fire & Rescue Service (communications department) have  reported that a bin fire in a residential block of flats was successfully extinguished following the activation of the residential sprinkler system. The cause of the fire was a candle which had  been extinguished but not cooled sufficiently before it was disposed of in the bin. \nOn arrival crews established that the sprinkler system had successfully extinguished the fire\, damage to the premises was minimal. \nESFRS Press release: – \nCrew Manager\, Jonathan Allen\, Harlow Fire Station\, said: \n“This incident shows how important it is to make sure candles are fully cooled before disposing of them. “This week is National Candle Safety week\, and with winter around the corner\, people will be using candles more. DESCRIPTION:Date of incident;29 September 2021\ntime of call; 0707\nLocation; Croydon\nProperty type ;Purpose built block of flats over 10 floors\n\nThe benefits of sprinklers have clearly been clearly demonstrated once again following a further fire in the same residential block of flats following an earlier incident reported in July of this year. \nThis latest incident resulted in the activation of a sidewall sprinkler head following a fire involving a tea light. Following the Grenfell Tower fire in June 2017\, Croydon Council announced it would retrofit sprinklers in its 25 tallest residential blocks of 10-12 storeys and an eight-storey sheltered block.The programme was completed in 2019. In total 26 Tower blocks are now protected by fire sprinklers under the council’s £10m retrofitting programme. \nLFB press release \nPart of a four-roomed flat on the fifth floor of the building was damaged by fire. One man left the property before the Brigade arrived and was taken to hospital by London Ambulance Service crews. \nThe Brigade’s Fire Investigators believe the fire was caused by a tea light candle. \nA London Fire Brigade spokesperson said: “Candles are one of the most common causes of fires in the home and you should be careful when using them. \n“It’s really important that you never leave them unattended and keep them away from anything that could catch fire such as curtains\, furniture or clothes. \n“We recommend swapping traditional candles for LED flameless ones as they are much safer\, but if you do use real candles\, follow our simple safety tips.” \nThe Brigade was called at 0707 and the fire was under control by 0855. In July 2019\, Redkite community housing installed a Ultrguard PPS Unit following previous fire incidents involving a resident reducing the level of fire risk faced by the resident.In the early hours of the 28 September 2021\, the resident woke up to smoke a cigarette\, accidentally the lit cigarette dropped onto the floor which caught their slippers to catch light. \nSufficient smoke was generated to activate the two double knock multi sensor alarms detectors and trigger the PPS unit to discharge\, alerting the resident to the fire who was able the vacate the property before the arrival of the Fire & Rescue Service. Thankfully\, no injuries were reported \nTo satisfy the Fire and Rescue Service\, the UltraGuard PPS was chosen to protect this resident as it is certified to LPS 1655 (LPCB Third Party Approval Standard). The importance of a third-party approval standard should not be underestimated as it provides confidence about the design\, performance\, and reliability of these systems in practice. \nRisk Profile/ Personal Emergency Evacuation Plan \nThis incident clearly shows the importance of Identifying those residents that are most vulnerable by the completion of a Personal Emergency Evacuation Plan (PEEP).   This is likely to be completed in premises where the risk to persons in a fire situation is increased due to cognitive or mobility impairments.UltraGuard personal protection systems combine early warning of a fire through smoke detection and water mist for the delivery of suppression. \nEarly detection of a fire is important is important\, as occupants can quickly become overwhelmed by smoke and toxic gases\, the biggest killer in a fire. \nCare needs to be taken to ensure that the risk profile of the vulnerable person is appropriate for PPS. For example\, a vulnerable person who is mobile and living in a multi roomed flat has the potential to be affected by a fire anywhere in their home. As a result\, they would possibly require a full Automatic Water Fire Suppression system (such as a sprinkler system that is designed\, installed and maintained to BS9251 Fire sprinkler systems for domestic and residential occupancies providing full coverage within the flat. \nWhat are Personal Protection Systems? \n\nUnlike sprinkler systems\, PPS are local application watermist fire suppression system combining smoke detection\nDesigned to specifically protect vulnerable individuals with mobility and disability impairments from the threat of fire risk in residential and domestic occupancies who are unlikely to easily escape without assistance in the event of a fire\nDeveloped in response to analysis of fatal fires in dwellings where many victims had physical and/or mental health impairment\nThe publication\, “Guidance on the use\, deployment and limitations of Personal Protection Systems in the homes of vulnerable people” developed by BRE Global and the London Fire Brigade\, to assist in understanding and reducing fire risk to vulnerable people\nBRE Global introduced a loss prevention standard\, LPS 1655 covering the requirements and test methods for the LPCB approval of Personal Protection Systems.\n\nKey components \n\nPortable self contained unit\n3 day battery back-up in case of mains failure\nDelivers 10 minutes of water mist\nActivation\, double knock multi sensor detectors\nNozzle discharges a spray pattern\nCapable of suppressing an area of16m2\, and controlling an area of 32m²\nParameters of the system allow fast burning\, slow smouldering fires to be detected\nFacility for remote monitoring\n\nThis incident clearly identifies the benefits of installing a PPS certified to LPS1655. SUMMARY:Isle of Dogs High Rise Flat Sprinkler Save
DESCRIPTION:On the 17 August\, 14:03 pm\, London Fire Brigade (LFB) were called to a high rise residential flat fire on the 37th floor on Marsh Wall in the Isle of Dogs. \nTwo  residential sprinkler heads  operated containing the fire and limiting its impact with fire damage limited to a small part of the flat. Operational crews were able to identify and locate the sprinkler isolation valve minimising water egress\, a key aspect of business continuity where automatic suppression systems are installed. \nFire crews from Poplar\, Shadwell\, Bethnal Green and Plaistow attended the incident. The fire was under control by 14:37pm. \nThe cause of the fire is believed to be unattended candle \nTower Hamlets Borough Commander Richard Tapp said: \n“The sprinkler suppression system made a big difference in containing the fire and limiting its impact. \n“A number of people evacuated from the fire floor before firefighters arrived. Other residents remained in their unaffected flats. The firefighters that attended worked quickly and the vast majority of residents were back inside their flats within an hour of the first call. \n“Sprinklers are the only fire safety system that detects a fire\, suppresses a fire and raises the alarm. \n“They save lives and protect property and they are especially important where there are vulnerable residents who would find it difficult to escape\, like those with mobility problems.” \nNew Providence Wharf fire \nIt should be noted that on May 7th\, LFB attended a high rise residential fire at New Providence Wharf which started in a consumer unit in an 8th floor flat. Residential sprinklers were not fitted. \nThe fire proceeded to travel out of an open balcony window. At the same time smoke poured into the corridor through a flat door that had accidentally been kept open \nWould the outcome of been different if sprinklers had been fitted suppressing the fire before the arrival of the fire service? \nA report has been released by the LFB identifying a  serious failure of a smoke ventilation system that resulted in the building acting like a “broken chimney”  left residents’ only escape route smoke logged. \nClick here to view

SUMMARY:Coventry high rise residential bin store fire
DESCRIPTION:On the evening of the 8 August\, 2021\,  West Midlands Fire Rescue Service despatched crews from four local fire stations Foleshill\, Coventry\, Binley and Canley. Following reports of the bin store being alight at Faulkner House\, Stoney a 17 storey residential block of flats. \nOn arrival it was identified that the automatic fire suppression system had operated suppressing the fire protecting both residents and firefighters. \nDangers of bin store fires \nIt should be noted that the outcome of a communal bin store fire can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice In these situations  :- \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. The shutter should\, as a minimum\, be operated on a fixed temperature fusible link.\nBespoke sprinkler system\, Further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors. The provision of sprinklers should always be considered where access hatches open into protected stairways or lobbies containing more than two flat entrance doors\n\nHousing providers across the country are recognising the danger of these type of fires\, London Borough Barking & Dagenham for example \, reduced  the risk by the retrofitting of  sprinklers into all their high rise residential block bin stores\, 22 in total. Following match funding received from the London Fire Brigade (£84\,250) to help fund this initiative. \n

SUMMARY:Stockport Lithium Battery Flat Fire Extinguished by Sprinkler System
DESCRIPTION:The decision by Stockport Homes and Stockport Council to approve  a multi million pound sprinkler system retrofit investment programme to fund the installation of sprinklers in all 22 of Stockport tower blocks has proven to show that it is money well spent following the fire in a high rise block in Edgedley. \nGreater Manchester Fire & Rescue Service (GMFRS) despatched Six fire appliances and one aerial appliance to a kitchen fire in a 8 storey high rise residential block on the 24 July 2021 at 17:50 hours. \nOn their arrival  it was identified that one residential sidewall head had operated extinguishing a lithium battery fire. \nThe sprinkler head activated\, discharging water on to the fire for only 7 minutes keeping damage to a minimum.  \nThis was  due to the appropriate sprinkler  installation information being available on site\, allowing  GMFRS to interact with the sprinkler system allowing the supply to be immediately isolated by GMFRS.  \nThis Clearly highlighted the importance of business continuity for Stockport Homes and Stockport Council. \nStockport Homes and Stockport Council have worked closely with Greater Manchester Fire Service\, clearly identifying the benefits of sprinklers. Completing the retrofit programme in under 3 years. Providing a further layer of fire safety to as part of a holistic approach to make Stockports tower blocks as safe as they can. \nThis incident clearly demonstrates that sprinklers save lives of residents and firefighters with no injuries reported. \nChargers\, batteries and fire safety. \nDid you know that London Fire Brigade attend on average 24 fires each week that have been started by chargers\, batteries and cables? DESCRIPTION:There’s no getting away from the fact that the student lifestyle contributes to the level of fire risk\, it is therefore pleasing to report that following a fire in a  kitchen\, (cooking pan left unattended) the residential sprinkler system activated. On arrival of the West Midlands Fire Service. it was identified that a  sprinkler head had operated extinguishing the fire no injuries were reported. \nOn 26 May 2020 the Ministry of Housing\, Communities and Local Government published amendments to the guidance in Approved Document B (fire safety) volume 1 following their consultation on sprinklers and other fire safety measures in new high rise residential block of flats which was launched in September 2019. \nThe changes are Sprinkler systems in accordance with BS 9251 (or BS EN 12845 for residential blocks of flats outside of the scope of BS 9251) should be fitted throughout blocks of flats with a top storey more than 11m above ground level. DESCRIPTION:Attendance of Greater Manchester Fire Rescue Service (GMFRS\nDate of incident ;7 July 2021\nTime of call; 00:23\nLocation of incident; Stockport\nOccupancy; High rise residential block\, 15 Storeys\nLocation of fire; Bin Room\nSprinkler system: Wet Pipe\, mains fed\n\n  \nGMFRS have reported the above-mentioned incident involving a fire in a bin room which successfully contained by the activation of 1 sprinkler head. Two fire appliances attended the incident turning over and extinguishing the fire with 1x hose reel jet. \nDangers of bin store fires \nIt should be noted that the outcome of a communal bin store fire can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies\, and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice in these situations: – \n\nBespoke sprinkler system\, Further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors. The provision of sprinklers should always be considered where access hatches open into protected stairways or lobbies containing more than two flat entrance doors.\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. DESCRIPTION:In July 2017\, a review of fire safety of high rise residential buildings was completed by Stockton-on-Tees Borough Council’s Place Select Committee\, where it was agreed that Sprinklers and misting systems are installed in all high rise residential buildings across Stockton-on-Tees. \nThe benefits of this decision has been clearly demonstrated following the fire at a high rise residential building of 17 floors\, Hume House\, Fredrick Street\, Stockton. \nOn the 13th June at 16:18 hours\, Cleveland Fire & Rescue were mobilised to a high rise residential kitchen fire on the 7th floor. On arrival it was established that the fire was all out with 1 sidewall sprinkler head operating\, minimising and containing the fire damage to 10m². \nThe premises had been retrofitted with a sprinkler system\, coverage provided within both the common areas\, individual flats and refuge chute rooms\, alongside a misting system within the ground floor refuge area. \nIt was established no delay took place in calling the fire and rescue service as the sprinkler system transmitted a sprinkler fire alarm signal to a remote monitoring station initiating the appropriate emergency procedures. \nThis incident clearly demonstrates the effectiveness and efficiency of sprinklers\, as part of a holistic approach to fire safety.

DESCRIPTION:Flint\, Specialised Housing\, High Rise Sprinkler Save\nAt 17:42 on Thursday 3 June 2021\, North Wales Fire and Rescue Service attended a kitchen flat fire involving a chip pan which had been accidentally left unattended. \nCrews identified that a sidewall sprinkler head had operated in in a flat where the fire originated\, subsequently extinguishing the fire before firefighters arrived. The benefit of the sprinkler system was clear to see as the kitchen sustained minor smoke damage. \nLee Williams\, Deputy Head of Business Fire Safety at North Wales Fire and Rescue Service\, said: “This incident clearly highlights the importance of sprinklers in helping to avoid the spread of fire. \n“The fast activation of the sprinkler system helped to protect the occupier of the flat from serious harm\, as well as avoiding severe damage to his flat and major disruption to the remainder of the building and its occupants which may have resulted had the fire spread. \n“It’s also a warning to everyone how leaving a chip pan unattended for even a short time can have potentially disastrous results as the oil can easily overheat and ignite. \n“People assume that cooking chips in a pan of hot oil is a thing of the past\, but we have had three such incidents within the last week alone. \n“We’d recommend oven chips\, using a deep fryer with a thermostat\, or having a takeaway as a safer option\, but if people do choose to fry then please ensure you stand by your pan – don’t be tempted to leave it unattended.”\nIn 2016 working closely with North Wales Fire and Rescue Service\, Flintshire County Council took the bold decision to review their fire safety arrangements to protect their most vulnerable residents by installing sprinklers to all three of their specialised housing high-rise blocks. \nBolingbroke Heights\, Richard Heights and Castle Heights\, sprinkler coverage was provided throughout including the flats and common ways installed to BS9251:2014 \nThe benefits of this decision were clearly demonstrated as this was the second sprinkler save since the sprinkler retrofitting project was completed in 2016. \nAt 17:49 hours on Friday 24 January 2020\, North Wales Fire and Rescue Service crews were called to a report of a fire at Bolingbroke Heights\, appliances from Flint\, Deeside and Holywell were mobilised to the incident. \nFirefighters rescued a man in his 70s from a heavily smoke logged flat within the building. DESCRIPTION:On 30 May 2021 a sprinkler system successfully suppressed a fire at Bridge Meadow House\, 13 storey residential building in Birmingham\, the fire started on an enclosed balcony.\nThe nearest sprinkler head activated and suppressed the fire\, without the presence of the sprinkler system the fire could have caused much more serious damage to the property and posed a risk to the buildings occupants. \nThe building had recently been fitted with fire sprinklers thanks to Birmingham City Councils commitment to retrofit fire sprinklers to all 213 council-owned tower blocks\, and a sprinkler save such as this is reenforces the importance of retrofitting sprinklers in high rise residential buildings as part of a risk based approach.

DESCRIPTION:Photograph speaks a thousand words\, the benefits of sprinklers can clearly be seen in this hostel fire. One side wall sprinkler head activated suppressing/extinguishing the fire prior to Essex fire & rescue service attending this residential incident. \nThe sprinklers were installed as part of Essex fire & rescue Service match funding programme* \nTime of incident 10:17  and was limited to the room of origin\, without the residential sprinkler system the outcome could off been so much different for the resident. \n* Essex  Fire and Rescue Service have been leading from the front contributing funding for the installation of sprinkler systems throughout seven housing estates in Basildon. \nSince 2013\, the fire service has part-funded and supported the retrofitting of sprinklers in a number of high risk premises in Essex. \nThe latest match-funding project has been agreed for sprinklers to be installed at all properties in the seven housing estates in the Felmores area of Basildon. \nBasildon Council have been awarded £70\,000 from the fire service’s sprinkler fund to match-fund their projects.

DESCRIPTION:On 21st July a call was received by BAFSA member Triangle advising the company of a fire in a flat on the 4th floor at 1-133 Garnet Road\, Thornton Heath. The call was a result of the sprinkler alarm signalling the call centre. \nThis is sheltered housing and Triangle had retrospectively installed a BS9251 sprinkler system supplied by a tank and pump which was commissioned in December 2019. \nLondon Fire Brigade attended and forced entry to learn the fire had been extinguished by the activation of one sprinkler head. \nIt appears the resident was using a bedroom as a prayer room and had left the property leaving a lot of incense candles burning\, it is assumed that these were the source of ignition but it is unclear what the item first ignited was. \nTriangle engineer attended site and the sprinkler head was reinstated and the system made live by 1700 hrs. \nBAFSA notes that a second sprinkler head in the hallway had got hot enough for the cover plate to drop off but not to activate the head… a perfect example of how accurate sprinklers are. They really do not go off all at once!

DESCRIPTION:Afire broke out in the kitchen in a high-rise block owned by Southampton City Council on 3rd July. It was successfully suppressed by the sprinkler system with minimal damage. The Fire & Rescue Service attended with multiple units but had little to do but check that the fire was fully extinguished. \nWithout the sprinkler activation the fire would have engulfed the whole flat before the Fire & Rescue Service arrived on the scene. \nThe flat\, along with the others in the block\, and all other blocks in the city\, has benefitted from a range of fire safety works in addition to the sprinkler system. Southampton City Council take resident safety seriously and the 3 high-rise fires over the last 12 months effectively controlled by the sprinkler system and other fire safety measures are a testament to this.

DESCRIPTION:On 24th June\, BAFSA member RSP Sprinklers Wales received a call out to small block of flats in Cardiff where their sprinkler system successfully extinguished a fire. \nThe call was received at 1542; their engineer arrived on site at 1626  and had the block fully protected again at 1654. \nThe fire had started on an external balcony\, igniting a gas canister which exploded and set off the sprinkler inside the flat. The sprinkler successfully extinguished the fire both inside the flat and out on the balcony where the flames were within reach of the sprinkler spray pattern.

DESCRIPTION:On 12 March \, LFB crews were called to a rapidly developing fire on the sixth floor external balcony of Tweed Walk Tower Hamlets – a twelve storey apartment block.\nThe fire spread horizontally along the balcony from the seat of the fire affecting the balcony of the adjacent dwelling. Due to the intensity of the fire the patio doors/glazing located adjacent to the seat of the fire failed.\nThe prompt activation of the Automatic Fire Suppression System (AFSS)restricted the fire damage to the glazing units/frames with smoke logging confined to the ceiling level of the apartment . The external fire was extinguished using a ground monitor and jets.\nOver recent years the LFB Fire Investigation Team have attended a large number of incidents where fires have occurred on balconies. The cause of those fires has often been due to unsafe disposal of cigarettes by the resident which is the case for the above mentioned incident.\nWithout AFSS the outcome of this incident may well have been more serious with the potential for a full compartment fire which would have seriously compromised the safety of residents and firefighters. Personal contents in the apartments were virtually untouched by the fire\, and no fire related injuries were reported.
