DESCRIPTION:Fire Rescue Service; South Wales Fire & Rescue Service\nDate of Incident; 27 January 2022\nTime of incident 22:43\nLocation Newport\nGreen Wood Tower block\nOccupancy; Residential High-Rise block\nLocation of fire; Refuse container located beneath the premises rubbish chute\n\nRSP Fire Sprinkler Systems have reported the above-mentioned incident involving the activation of one sprinkler head which successfully extinguished the fire involving a bin store. \nReinstatement of the system following activation\, maintenance is paramount for the safety of the residents a key area that should be considered as part of the consultation process between the sprinkler contractor and client. \nFor this incident it is noted that arrangements were in place allowing the system to be reinstated within an hour of the activation providing a further layer of safety from fire for the residents. \nSouthwales Argus reported that a spokesperson for South Wales Fire and Rescue service said: “At approximately 10.43pm on Thursday\, January 27\, we received reports of a fire in St Julians\, Newport. \n“Multiple crews attended the scene and used specialist equipment to extinguish the fire. \n“The incident concluded at approximately 12.43am.” \nSonia Furzland\, Executive Director of Operations at Newport City Homes said: “Our sprinkler system did its job and put the fire out before it could spread. \n“Our colleagues who were on site last night\, will continue to support South Wales Fire and Rescue Service to investigate the cause of the fire and reduce the risk of this happening again. \n“Working on the advice of our partners at South Wales Fire and Rescue Service\, we installed sprinklers in flats and communal areas in our high rise buildings across the city\, including Greenwood. \nThis is the second reported sprinkler save for Newport involving a bin store\, in a high-rise residential block in the space of 6 months. The previous incident took place on the 7 August 2021. \nDid you know that fire data on fire incidents in Great Britain where sprinklers were reported for the period of 2018/19 to 2020/21\, identify- \n\nRefuse stores account for the highest number of incidents where sprinklers are recorded as being present in fire incidents in purpose-built blocks of flats with 145 incidents\n\nDangers of bin store fires: – It should be noted that the outcome of a communal bin store fire can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice In these situations :- \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. Laundry room\nIgnition source: Industrial Tumble Dryer\nAutomatic Fire suppression System; BS9251:2014 Residential Sprinkler System\n\nNFRS have reported the above-mentioned incident involving an industrial tumble dryer which caught fire  in the  premises laundry room located on the ground floor. The fire was contained  to the room of origin by the residential sprinkler system which actuated suppressing the fire before the arrival of NFRS. \nThe benefits of business continuity clearly highlighted with no smoke or fire damage to the surroundings or in close proximity to the appliance. \nThe benefits of the sprinkler systems clearly identified for this incident: \n\nFire was suppressed\, contained to the room of origin\, preventing flash over\nThe safety of firefighters reinforced\, providing firefighters time to implement their tactical action plan\, to extinguish the fire using two hose reels\,\nStaff provided with extra time to implement the premises emergency action plan (Progressive Horizontal Evacuation) allowing residents nearest to the fire to be evacuated to a place of safety\n\nLegislation \nFollowing the tragic events of The Rosepark Care Home Fire in Uddingstom\, South Lanarkshire in 2004 that sadly killed 14 residents\, Scotland responded by making the installation of sprinklers mandatory in all new care homes. Unfortunately\, in England there is no requirement for the installation of sprinklers to protect the most vulnerable residents from fire. \nCost & Benefit \nWhy are sprinklers not installed in care homes? \nIt all comes down to one word\, cost\, expense which adds to the overall build cost\, I wonder how many projects actually complete a cost benefit report for the provision of sprinklers for a new build care home. \nHowever what clients\, care home providers do not understand is the many benefits sprinklers can bring allowing cost savings to be made in other areas with an installed sprinkler system. Including the design\, day to day operational costs of the premises. \n\nReduction in night time staff subject to the findings of the fire risk assessment\, emergency plan of the premises\nFire doorsets to bedrooms do not need to be fitted with self-closing devices.\nProtected areas may contain more than 10 beds.\nBedrooms may contain more than one bed.\n\nIf any of the variations are made\, the management procedures should take account of the larger number of residents that may need assistance\, and the need to manually close bedroom doors during sleeping hours. \nJohn Pratt\, Protection Team Lead at Northamptonshire Fire and Rescue Service said: “This incident is a reminder of the importance of maintaining high standards when it comes to fire safety\, especially in a residential property housing vulnerable people\, some with limited mobility. No injuries were reported with the occupants safely evacuating the premises before operational crews arrived. \nCareless disposal of smoking materials\, identified as the cause of ignition discarded in a bin bag\, which had set fire to the waste materials within \nGroup Manager Ian Bell\, Head of Fire Safety\, said: “This incident shows how important it is to make sure cigarettes are fully extinguished and cooled before disposing of them. “It’s also as important to have a working smoke/fire alarm and if you need one fitted you can get in touch via our website and we will come fit them in your home. “Sprinklers play a major part in fire safety\, especially in residential accommodation where it can save lives and reduce the likelihood of injuries from fire and smoke. \n“Your Homes Newcastle\, who manage the property\, have committed to installing sprinklers in all new housing accommodation and are retrofitting sprinklers in other properties. “The cost for the remediation work following this fire was minimal. DESCRIPTION:Date of incident; 21/11/21\nTime of call; 05:07\nLocation; Lanterns Way\, Isle of Dogs\, London\nOccupancy; High rise residential flats of 21 floors\nFire involving a Lithium-Ion battery\n\nLondon Fire Brigade have reported the above-mentioned fire which was extinguished by the activation of three sprinkler heads before the arrival of the LFB. The fire was contained within the five roomed flat on the 3rd floor of the building\, LFB’s fire investigation team believe the fire was accidental and caused a fault in a lithium-ion battery for an Ebike that was on charge. \nThis is the second sprinkler save reported involving a lithium-ion battery following the Stockport fire sprinkler save reported by Greater Manchester Fire & Rescue Service in July on this occasion involving a mobile phone. On both occasions the sprinkler system extinguished the fire before the arrival of the Fire & Rescue Service \nThe dangers of Lithium-Ion battery fires should not be underestimated which can develop into significant and unstoppable thermal runaway fires. It should be noted at present that sprinkler protection of lithium-ion batteries is outside the scope of current standard sprinkler design standards e.g.\, EN\, NFPA/FM\, specialist standards are being developed for example NPFA 855. \nOnce again\, this incident demonstrates the benefits of installing a residential sprinkler system. \nFurther guidance on Lithium-Ion battery fires can be found in the Fire Industry Association guidance note on Lithium-ion battery fires \nLinks \n\nBritish Automatic Fire Sprinkler Association\, November Sprinkler Focus publication available to download now   (Sprinkler FOCUS is the biannual magazine of the British Automatic Fire Sprinkler Association. DESCRIPTION:Date of incident: 4 November 2021\nTime of Call: 10:56\nCause of fire: Unsafe disposal of smoking materials\nOccupancy: 32 Storey residential block of flats\nLocation of fire: 18 floor\, balcony\nSprinkler system: Wet pipe\, water supply: – suction tank and pump\n1 x residential head activated\n\nLondon Fire Brigade have reported the above-mentioned incident involving the attendance of eight fire engines and 6o firefighters extinguishing the fire using 3 jets via wet rising main\,  preventing external fire spread from the balcony to the residential dwelling. \nFollowing commencement of firefighting operations\, products of combustion entered the four -roomed flat activating the sprinkler head\, identifying the clear benefits of sprinklers for firefighters preventing flashover\, fire spread and providing a further layer of safety from fire during firefighting operations. \nThe benefits of sprinklers involving a previous balcony fire was clearly demonstrated in the LFB report to raise awareness in the residential sector of the beneficial/effectiveness impact that incorporating Automatic Fire Suppression Systems can have in a multi-point residential high-rise fire. Where in the space of 19 minutes from time of call\, 5 apartments were exposed to fire and heat activating 12 sprinkler heads \nThis incident identifies the importance of identifying\, replacing combustible materials that are combustible such as timber\, composite balcony decking. DESCRIPTION:Date of incident;29 September 2021\ntime of call; 0707\nLocation; Croydon\nProperty type ;Purpose built block of flats over 10 floors\n\nThe benefits of sprinklers have clearly been clearly demonstrated once again following a further fire in the same residential block of flats following an earlier incident reported in July of this year. \nThis latest incident resulted in the activation of a sidewall sprinkler head following a fire involving a tea light. Following the Grenfell Tower fire in June 2017\, Croydon Council announced it would retrofit sprinklers in its 25 tallest residential blocks of 10-12 storeys and an eight-storey sheltered block.The programme was completed in 2019. In total 26 Tower blocks are now protected by fire sprinklers under the council’s £10m retrofitting programme. \nLFB press release \nPart of a four-roomed flat on the fifth floor of the building was damaged by fire. One man left the property before the Brigade arrived and was taken to hospital by London Ambulance Service crews. \nThe Brigade’s Fire Investigators believe the fire was caused by a tea light candle. \nA London Fire Brigade spokesperson said: “Candles are one of the most common causes of fires in the home and you should be careful when using them. \n“It’s really important that you never leave them unattended and keep them away from anything that could catch fire such as curtains\, furniture or clothes. \n“We recommend swapping traditional candles for LED flameless ones as they are much safer\, but if you do use real candles\, follow our simple safety tips.” \nThe Brigade was called at 0707 and the fire was under control by 0855. In July 2019\, Redkite community housing installed a Ultrguard PPS Unit following previous fire incidents involving a resident reducing the level of fire risk faced by the resident.In the early hours of the 28 September 2021\, the resident woke up to smoke a cigarette\, accidentally the lit cigarette dropped onto the floor which caught their slippers to catch light. \nSufficient smoke was generated to activate the two double knock multi sensor alarms detectors and trigger the PPS unit to discharge\, alerting the resident to the fire who was able the vacate the property before the arrival of the Fire & Rescue Service. Thankfully\, no injuries were reported \nTo satisfy the Fire and Rescue Service\, the UltraGuard PPS was chosen to protect this resident as it is certified to LPS 1655 (LPCB Third Party Approval Standard). The importance of a third-party approval standard should not be underestimated as it provides confidence about the design\, performance\, and reliability of these systems in practice. \nRisk Profile/ Personal Emergency Evacuation Plan \nThis incident clearly shows the importance of Identifying those residents that are most vulnerable by the completion of a Personal Emergency Evacuation Plan (PEEP).   This is likely to be completed in premises where the risk to persons in a fire situation is increased due to cognitive or mobility impairments.UltraGuard personal protection systems combine early warning of a fire through smoke detection and water mist for the delivery of suppression. \nEarly detection of a fire is important is important\, as occupants can quickly become overwhelmed by smoke and toxic gases\, the biggest killer in a fire. \nCare needs to be taken to ensure that the risk profile of the vulnerable person is appropriate for PPS. DESCRIPTION:On the 17 August\, 14:03 pm\, London Fire Brigade (LFB) were called to a high rise residential flat fire on the 37th floor on Marsh Wall in the Isle of Dogs. \nTwo  residential sprinkler heads  operated containing the fire and limiting its impact with fire damage limited to a small part of the flat. Operational crews were able to identify and locate the sprinkler isolation valve minimising water egress\, a key aspect of business continuity where automatic suppression systems are installed. \nFire crews from Poplar\, Shadwell\, Bethnal Green and Plaistow attended the incident. The fire was under control by 14:37pm. \nThe cause of the fire is believed to be unattended candle \nTower Hamlets Borough Commander Richard Tapp said: \n“The sprinkler suppression system made a big difference in containing the fire and limiting its impact. \n“A number of people evacuated from the fire floor before firefighters arrived. Other residents remained in their unaffected flats. The firefighters that attended worked quickly and the vast majority of residents were back inside their flats within an hour of the first call. \n“Sprinklers are the only fire safety system that detects a fire\, suppresses a fire and raises the alarm. \n“They save lives and protect property and they are especially important where there are vulnerable residents who would find it difficult to escape\, like those with mobility problems.” \nNew Providence Wharf fire \nIt should be noted that on May 7th\, LFB attended a high rise residential fire at New Providence Wharf which started in a consumer unit in an 8th floor flat. Residential sprinklers were not fitted. \nThe fire proceeded to travel out of an open balcony window. At the same time smoke poured into the corridor through a flat door that had accidentally been kept open \nWould the outcome of been different if sprinklers had been fitted suppressing the fire before the arrival of the fire service? \nA report has been released by the LFB identifying a  serious failure of a smoke ventilation system that resulted in the building acting like a “broken chimney”  left residents’ only escape route smoke logged. \nClick here to view

Following reports of the bin store being alight at Faulkner House\, Stoney a 17 storey residential block of flats. \nOn arrival it was identified that the automatic fire suppression system had operated suppressing the fire protecting both residents and firefighters. \nDangers of bin store fires \nIt should be noted that the outcome of a communal bin store fire can have a dramatic effect on the safety of the residents\, specifically where refuse chutes and access hatches can sometimes be found directly opening onto protected corridors\, lobbies and stairs\, so providing the potential for the spread of fire and smoke to the common escape routes. \nIt is therefore best practice In these situations  :- \n\nAutomatic fire-resisting shutter should be fitted at the base of the refuse chute to restrict the spread of fire and smoke from a fire in the bin room. The shutter should\, as a minimum\, be operated on a fixed temperature fusible link.\nBespoke sprinkler system\, Further protection can be provided by the installation of a sprinkler system located over the bins\, with either frangible bulb or fusible link sprinkler heads\, or open sprinkler heads with water discharge controlled by smoke detectors. The provision of sprinklers should always be considered where access hatches open into protected stairways or lobbies containing more than two flat entrance doors\n\nHousing providers across the country are recognising the danger of these type of fires\, London Borough Barking & Dagenham for example \, reduced  the risk by the retrofitting of  sprinklers into all their high rise residential block bin stores\, 22 in total. Following match funding received from the London Fire Brigade (£84\,250) to help fund this initiative. \n

DESCRIPTION:In July 2017\, a review of fire safety of high rise residential buildings was completed by Stockton-on-Tees Borough Council’s Place Select Committee\, where it was agreed that Sprinklers and misting systems are installed in all high rise residential buildings across Stockton-on-Tees. \nThe benefits of this decision has been clearly demonstrated following the fire at a high rise residential building of 17 floors\, Hume House\, Fredrick Street\, Stockton. \nOn the 13th June at 16:18 hours\, Cleveland Fire & Rescue were mobilised to a high rise residential kitchen fire on the 7th floor. On arrival it was established that the fire was all out with 1 sidewall sprinkler head operating\, minimising and containing the fire damage to 10m². \nThe premises had been retrofitted with a sprinkler system\, coverage provided within both the common areas\, individual flats and refuge chute rooms\, alongside a misting system within the ground floor refuge area. \nIt was established no delay took place in calling the fire and rescue service as the sprinkler system transmitted a sprinkler fire alarm signal to a remote monitoring station initiating the appropriate emergency procedures. \nThis incident clearly demonstrates the effectiveness and efficiency of sprinklers\, as part of a holistic approach to fire safety.

DESCRIPTION:Flint\, Specialised Housing\, High Rise Sprinkler Save\nAt 17:42 on Thursday 3 June 2021\, North Wales Fire and Rescue Service attended a kitchen flat fire involving a chip pan which had been accidentally left unattended. \nCrews identified that a sidewall sprinkler head had operated in in a flat where the fire originated\, subsequently extinguishing the fire before firefighters arrived. The benefit of the sprinkler system was clear to see as the kitchen sustained minor smoke damage. \nLee Williams\, Deputy Head of Business Fire Safety at North Wales Fire and Rescue Service\, said: “This incident clearly highlights the importance of sprinklers in helping to avoid the spread of fire. \n“The fast activation of the sprinkler system helped to protect the occupier of the flat from serious harm\, as well as avoiding severe damage to his flat and major disruption to the remainder of the building and its occupants which may have resulted had the fire spread. \n“It’s also a warning to everyone how leaving a chip pan unattended for even a short time can have potentially disastrous results as the oil can easily overheat and ignite. \n“People assume that cooking chips in a pan of hot oil is a thing of the past\, but we have had three such incidents within the last week alone. \n“We’d recommend oven chips\, using a deep fryer with a thermostat\, or having a takeaway as a safer option\, but if people do choose to fry then please ensure you stand by your pan – don’t be tempted to leave it unattended.”\nIn 2016 working closely with North Wales Fire and Rescue Service\, Flintshire County Council took the bold decision to review their fire safety arrangements to protect their most vulnerable residents by installing sprinklers to all three of their specialised housing high-rise blocks. \nBolingbroke Heights\, Richard Heights and Castle Heights\, sprinkler coverage was provided throughout including the flats and common ways installed to BS9251:2014 \nThe benefits of this decision were clearly demonstrated as this was the second sprinkler save since the sprinkler retrofitting project was completed in 2016. \nAt 17:49 hours on Friday 24 January 2020\, North Wales Fire and Rescue Service crews were called to a report of a fire at Bolingbroke Heights\, appliances from Flint\, Deeside and Holywell were mobilised to the incident. \nFirefighters rescued a man in his 70s from a heavily smoke logged flat within the building.
