The data around the incident provides powerful evidence as to the ability of fire sprinklers and other forms of Automatic Fire Suppression Systems (AFSS) in protecting our communities from fire. \nRecycling Plant  \n\nIncident; Fire\nWhen; 2 August 2023\nTime of call; 12:15\nWhere\, Havering\nOccupancy; Recycling Plant\nLocation of fire; Process/Production room\nAutomatic fire suppression System; Water mist\n\nIncident  \n\nFire involving batteries\, generators located in a process production room.\nActivating the premises water mist system in the room of origin\nContaining\, controlling the fire to the room of origin\nTotal fire damage 5sqm\nFirefighting action immersed in water.\n\nThe ¹ National Fire Chiefs Council (NFCC) have reported that UK Fire and Rescue Services (FRS) attend around 300 significant fires in waste sites each year which are often difficult to extinguish requiring multiple FRS resources for significant periods of time which can have a serious impact on the local community in the short or long term\, including: \n\nThe Environmental Impact\nPublic health impacts on responders and communities\nLarge scale financial loses and disruption.\nRoad closures\nHigh demand on FRS and other agency resources\n\nFRS are fully aware of the environmental impacts of fire publishing sustainability\, environmental reports with further guidance published by the government on environmental protection\, providing further guidance for FRS on preventing and dealing with incidents with the potential to pollute. \nActive fire protection systems\, specifically Automatic Fire Suppression Systems (AFSS) should be seen as part of a holistic approach minimising fire damage as part of a greener approach from the fire sector\, which is currently overlooked. The Waste Industry Safety and Health Forum (WISH) published “Reducing Fire Risk at Waste Management Sites” good practice guidance on the latest research and information available to achieve good fire risk management which includes an appendix focusing on suppression/extinguishing/fighting systems focusing on \n\nImportance of seeking competent advice for the installation of a fire suppression system\nThe system should be proportionate to the nature and scale of waste management activities completed and associated risks.\nChoosing the appropriate fire suppression system which may include.\n\nSprinklers\nManual open deluge system\nDeluge/water spray systems\nMobile foam trolley\nWater monitors/cannons/curtains\n\n\n\n\nThe design\, installation and maintenance of the proposed system is covered by an appropriate UKAS-accredited third-party certification scheme.\nImportance of liaising with insurers who may have specific requirements for fire suppression systems.\n\nThe recent London\, Herne Hill Waste Transfer Station Fire 8 September 2023\, clearly reminds us of the dangers these types of fires can bring to the local community\, if fire suppression had been installed could the outcome of been different? \nIt is reported that. \n\n100% of the building was alight with a partial collapse.\nLFB Mobilised 15 fire appliances requiring 100 firefighters.\n2x 32 metre turntable ladders used as water towers.\nThe fire had a significant impact on the local communities.\nFire suppression was not installed.\n\n  \n  \nImages credit LFB Twitter \nDeputy Assistant Commissioner for the South West London Area\, Nick Davis\, said: “Firefighters have been continually tackling the fire at the waste transfer station in Herne Hill since it started on Friday morning. The premises is responsible for the management of waste delivered to it by local councils within London. \nIncident \n\nAt 00:46\, LFB mobilised fire appliances from Wandsworth\, Battersea\, Fulham\, Chelsea\, and tooting fire stations to a fire at a recycling plant\nOn arrival operational crews identified 100 tonnes of mixed household recycling alight located within a waste disposal site\nThe premises AFSS actuated containing\, controlling the fire.\nTotal fire damage up to 51-100 sqm\nFirefighting media Main branch/jet\nThe cause of the fire is being treated as accidental with the most likely cause the failure of a lithium-ion battery.\n\nA spokesman for LFB said. \n“Lithium batteries should not be placed in the same bins as your regular rubbish or recycling. If they overheat\, they may cause it to catch fire. Instead\, check your local authority’s website for the safest way to dispose of lithium batteries in your area. \n“Lithium batteries store a significant amount of energy in a very small space and are much more powerful compared to other types of batteries. The business value is undetermined but could run to several millions. Since the extrusion process is a thermal process there are many sources of ignition.\n\nThe incident \n\nIt is reported that a fire occurred within the warehouse facility above the aluminium extrusion machinery activating 1x Sprinkler head which contained\, controlled\, and extinguished the fire.\nAllowing the installation to be safely isolated following the fire by the site engineer manager.\n\nBusiness Continuity Management (BCM) \n\nIn-house protocols were in place allowing the system to be reinstated following the incident with the replacement of the sprinkler head (Tyco TY5131) system recharged within 4 hours of the incident.\nEvery business is at risk of disruption from a variety of threats\, as well as fire\, these threats can include flood\, loss of power or even loss of staff. 80% of businesses (without a business continuity plan) that are exposed by a major incident either never re-open or close within 18 months. DESCRIPTION:North Yorkshire Fire & Rescue (NYFRS)were called to a fire at 20.33pm\, August 11. Dispatching two appliances from Acomb with additional appliances from York and Huntington to attend a fire in a recycling plant building measuring 100m x 25m. \nThe onsite  pre-action type B sprinkler system  operated and controlled/suppressed the  fire before the arrival of NYFRS who proceeded to use firefighting jets. \n(A pre-action fire sprinkler system is a type of sprinkler that requires a two-step process in order to discharge. These systems work well in areas where accidental discharge needs to be prevented. Pre-action fire sprinklers are a dry sprinkler system\, water is not contained in the pipes but is held back by a pre-action valve) \nA total of 9 sprinkler heads had operated and were replaced the same day and system left back on line. System designed to LPC/BSEN12845 rules with K160 wax coated sprinklers at roof providing a density of 16mm (12.5+3.5mm added density for excessive clearance) over 260m2. \nPlant machinery was then used to remove the recycling from the building allowing the contents of the building to be turned over\, The cause of the fire is unknown. Fire safety is paramount to reduce the risk from fire as part of a holistic approach to reduce the ever present danger for the recycling and waste management industry with self-combustible waste and high hazard waste\, to the hazards posed by machinery and vehicles. \nTo protect plant\, loaders\, electrical cabinets\, conveyors consideration should be given to the installation of heat and flame detection and bespoke fire suppression systems\, the outcome of which will ensure business continuity. \nFurther guidance on fire suppression systems for the waste management industry can be found in the BAFSA Information File (BIF 25) \nThe National Fire Chiefs Council\, recommends that sprinklers are provided in facilities providing waste management and recycling. There is growing evidence that sprinklers are highly effective in controlling fires in these establishments. Uncontrolled fires in waste and recycling facilities are often prolonged\, extremely resource intensive for fire and rescue services and partner authorities. They are also commonly disruptive to local communities and to travel infrastructure. \nThe Environment Agency (EA) Fire Prevention plans (FPP) \nDid you know that EA requires FPP to be submitted with all permit variations and new permit applications (at application stage) for sites that store combustible waste. The FPP needs to be approved by the EA before a permit is granted. \nA fire prevention plan (FPP) is a standalone management system that details the prevention measures and procedures as well as mitigation methods in place to protect against fire whilst carrying out day to day operations on a site. \nA requirement for the FPP is that \, if you store waste in a building \, you must install a fire suppression system. DESCRIPTION:On the 7th May 2021 at 13:02 hours\, 3 pumping appliances from Greater Manchester Fire & Rescue Service (GMFRS)were mobilised to a fire at the Biffa Waste Services Ltd waste collection and recycling centre on the Northbank Industrial Estate\, Irlam \nOn their arrival it was established that a dry pipe sprinkler system had operated in the warehouse loading bay activating 20 heads\, suppressing the fire located in the warehouse loading bay before the arrival of operational crews. \nHaving this type of automatic fire suppression system installed brings with it a number of benefits for your business:\n1.They’re fast-acting\, suppressing the fire\, keeping the fire under control before major damage is caused to buildings and equipment.\n2.Minimises financial losses incurred from having to replace damaged goods\, plant and machinery\n3.Reduces the time you need to close following the fires \nOn this occasion\, business interruption minimised to 3 hours\, reducing potential losses of £40\,000-£50\,000 to £3\,000. The cause of the fire\, lithium battery igniting waste\, affecting approximately 5\,000m2. \nUK fire and rescue services attend around 300 significant fires in waste sites each year. Fires in waste sites are often difficult to extinguish\, needing a lot of resources for long periods\, and can have serious effects on public health\, the environment\, safety to firefighters and local communities. \nKris Egerton\, Operations Supervisor at Biffa\, said: “We are grateful that the timely action of the sprinkler system helped stop the spread of the fire that broke out at our site in Gilchrist Road and enabled firefighters to bring it under control quickly. As a result\, we were able to minimise damage and resume operations swiftly. The sprinkler system adds an extra layer of protection\, reducing the risk of injury and ensuring our people and the public are safe.” \nGMFRS have uploaded to You Tube digital content featuring the manager of the Biffa waste recycling manager sharing their experiences and knowledge to encourage others to consider having sprinklers installed.
