SUMMARY:Water Mist Activation Saves Scotland Social Housing Property
DESCRIPTION:Credit Image iMistTM\nSummary \nThis report details a fire which occurred on the first floor of a domestic dwelling\, involving a children’s bedroom involving faulty fuel supplies\, electricity which ignited mattress and bedding. The fire was contained\, extinguished by the activation of the building’s water mist system. There were no reported injuries\, the residents successfully self-evacuated prior to the arrival of the Scottish Fire and Rescue Service (SFRS) \nIn collaboration with the National Fire Chiefs Council\, the National Fire Sprinkler Network\, and our Automatic Water Suppression System (AWSS) colleagues\, Sprinkler Saves UK (The British Automatic Fire Sprinkler Association) collects evidence of such incidents. Supporting our campaign to increase the presence of AWSS within the built environment by highlighting real life\, tangible examples of where AWSS were present and had an impact. As such\, each of these stories provides powerful evidence of the ability of AWSS protecting our communities from fire. \nThe outcome of which will provide evidence of the benefits of AWSS\, influencing policymakers to implement change\, the British Automatic Fire Sprinkler Association\, welcomed the government announcement that as of November 2020\, sprinklers are now required in all new residential buildings above 11m in height\, it remains a concern however that England’s national building and fire safety regulations trail behind its neighbours\, governments in other UK jurisdictions for the installation of AWSS. \nIf it was not for this decision taken by the Scottish Government to initiate legislation to require for all new build social homes\, flats and shared multi-occupied residential buildings to be fitted with AWSS from March 2021. the outcome of this incident could have been so different. \n1Stuart Stevens\, Scottish Fire and Rescue Service Chief Officer\, said: \n“The Scottish Fire and Rescue Service welcomes the amended regulations and the increased provision of automatic fire suppression systems. This provision is a significant step forward in fire safety and will increase the safety of our communities\, residents and firefighters. \nThe Incident  \n\nOn 13 August 2025 at 09:13\, three fire engines were dispatched to a reported fire.\nUpon arrival\, the incident commander (IC) identified a fire in a bedroom on the first floor of a social housing property consisting of a ground and first floor.\nFollowing the completion of a dynamic risk assessment by the IC.\nFirefighters wearing breathing apparatus were committed with firefighting media.\nUpon entry to the bedroom\, it was established that the fire had been contained\, extinguished by the operation of a BS8458 automatic water mist fire suppression system and confined to the room of origin following the activation of a single nozzle.\nArea of premises affected by fire 16m2\nThe occupants evacuated the dwelling independently prior to the arrival of the SFRS and no injuries were reported.\nThe system was installed and manufactured by iMistTM\n\n       \nCredit Image iMistT \nConclusion \nThis incident reinforces the benefits of AWSS\, in this case water mist which can be used as a form of suppression in buildings where there is an appropriate test protocol in accordance with the relevant standard. Playing a significant role as part of a package of fire safety measures\, reducing the impact of fire on people\, firefighters\, property and the environment. \nSprinkler Saves UK promotes the reporting of all types of fire suppression systems. DESCRIPTION:Credit image Discovery Fire Sprinklers Ltd \nIntroduction \nMany thanks to Discovery Fire Sprinklers Ltd for reporting this positive news story demonstrating the benefits of installing sprinklers\,as part of a package of fire safety measures protecting our communities from fire. \nBackground \nThe foresight of Dundee City Council committing to install sprinkler systems in all new build properties since 2016 was clearly vindicated following a fire involving a ground floor terraced flat which was extinguished by the activation of the premises sprinkler system which should be applauded\, the outcome could have been so much different if sprinklers had not been installed. This major housing development was completed in October 2024 providing more than 298 affordable homes including a mix of modern flats\, detached\, and terraced homes installed with sprinklers. \nThe detail of this activation provides further evidence of the reliability and effectiveness of sprinkler systems and adds further weight to the recent report conducted by ¹Optimal Economics\, commissioned by the National Fire Chiefs Council\, National Fire Sprinkler Network into the performance\, reliability\, and effectiveness of sprinkler systems in controlling and extinguishing fires. \nThe report found that: \n1.Sprinklers are 99% efficient in extinguishing or controlling a fire.\n2. Who had the foresight to stop and assist the fire service to identify the sprinkler isolation valve\, returning the following day to reinstate the system. \nThis incident provides further evidence that the main functional objectives of a life safety sprinkler system were achieved. \n\nThe occupants were able to leave the building in reasonable safety.\nFirefighters can operate without due risk to: –\n\n\nAssist evacuation when necessary.\nEffect rescue when necessary.\n\n\nPrevent conflagration.\n\nDesign & Install Sprinkler System Criteria \n\nBS9251:2014\nCat 2\n2 6000 litre storage Tanks\n2 1700 litre underground storage Tanks\n4 fire pump sets\n98 units – mixed dwellings\n98 ICVs\n98 Alarm systems\n1200 sprinklers\nUpgraded pump monitoring\n\nAdvice For Building Managers\, the following advice is intended for building managers\, individuals who have responsibility for fire safety within a building. It is paramount that fire protection measures in buildings can function effectively in the event of a fire. \nTo achieve this: – \n\nMaintenance\, the premises fire protection measures should be maintained periodically in accordance with the relevant standards and codes\, to ensure they are always operational and available.\nEmergency Plan\, the premises emergency plan should include Information onsite for the Fire Rescue Service to clarify the location and provision of key elements of the active fire safety systems. Allowing a robust onsite emergency response to be actioned to assist with the control of the sprinkler system at the conclusion of the fire incident.\nReinstatement of the Fire Protection Measures\, arrangements should be in place allowing the immediate reinstatement of the sprinkler system. It’s the equivalent of having a firefighter in your premises 24 hours a day\, 7 days a week. \nPromoting further evidence to the reliability and effectiveness of sprinkler systems following the two recent reports conducted ¹Optimal Economics\, and commissioned by the National Fire Chiefs Council\, National Fire Sprinkler Network into the performance\, reliability\, and effectiveness of sprinkler systems in controlling and extinguishing fires. \nThe reports found that: \n\nSprinklers are 99% efficient in extinguishing or controlling a fire.\nSprinklers are 94% efficient in their ability to operate.\n\nThe provision of a sprinkler system does not neglect the need for other fire practical precautions or provisions where the person is at higher-than-average risk from fire\, unable to self-evacuate in the event of a fire. \n Sprinkler System Specification \n\nBS9251;2021\nCategory 1\nDedicated tank and pump located within the garage of the premises\nRetrospective install with fabricated boxing in of the sprinkler system\nCoverage dwelling including garage\nGSM autodialer/external sounder/beacon\n1 sidewall sprinkler head\, VK480 activated\n\nThe Incident \n\nPrimary fire within a living room involving textiles\, clothing\nFire crews were mobilised to reports of a fire following an emergency call received from the remote alarm receiving centre.\nUpon arrival\, fire crews assisted Mr D from the property\, proceeded to extinguish a small fire in the living room involving textiles\, clothing.\nA further seat of fire was identified within the bathroom\, it was established that the resident had tried to extinguish the fire by removing the textiles/clothing which were alight to the bath tub in the adjacent bathroom.\nFirefighters identified that the sprinkler head within the bathroom had activated.\nThe circumstances regarding the activation of the sprinkler system are not conclusive as limited fire growth was reported within the bathroom allowing the sprinkler head to activate.\nIt is reported that Mr D was physicaly trying to silence the premises fire alarm before the arrival of NFRS\, while carrying out this action Mr D may of mistook the sprinkler head as the fire alarm resulting in the activation of the head.\nThe fire within the bathtub was extinguished by the activation of the sprinkler head\n\n. \n     \nCredit image ReCom fire protection ltd \nEmergency Plan  \n\nInformation was available onsite for NFRS to clarify the location and provision of key elements of the active fire safety systems.\nAllowing a robust onsite emergency response to be actioned to assist with the control of the sprinkler system at the conclusion of the fire incident.\nIt is reported that the tank was 70% depleted running for 12 minutes before the intervention of NFRS\n\nReinstatement of the Fire Protection Measures \n\nIt is paramount that fire protection measures in buildings can function effectively in the event of a fire. SUMMARY:South Wales Domestic Sprinkler Activation
DESCRIPTION:Date of incident; 18 November 2023\nLocation; South Wales\nUse of building; Single Private Dwelling (House)\nLocation of fire; Bedroom\nAutomatic Fire Suppression System; Sprinklers\, BS9251:2014 Category 1\n\nRSP Fire Sprinkler Systems have reported the above-mentioned incident involving a family house fire in the South Wales valleys. It is reported that one sprinkler head activated extinguishing the fire caused by an accident involving a cigarette lighter\, no injuries were reported. Reinstatement of the system was completed in under 2 hours from time of call received by RSP at 1:32. \nIn October 2013\, The National Assembly for Wales passed legislation that require fire sprinkler systems to be installed in new converted houses and flats. Without this decision the outcome of this fire could have been so much different.  Tragically identified following the recent multiple fatal house fire in Hounslow\, London in November 2023\, sprinklers were not fitted. (PPS)\n\n“This is an excellent example of partnership working to achieve a positive outcome for a vulnerable community member and highlights best practice for these kinds of cases\, moving forward.” Explained Shaun Kelly\, Prevention Manager for TWFRS. \nOur thanks to both TWFRS\, Surefire for reporting this positive news story the second reported successful Automatic Fire Suppression System (AFSS) save reported to sprinkler saves UK demonstrating the benefits of installing PPS protecting our most vulnerable community members from fire. \nReaffirming the importance of reporting  \n\nAFSS activations to Sprinkler Saves Uk\, allowing trends\, anomalies to be identified in the emerging UK sprinkler firefighting industry allowing the continued review of technical standards ensuring best practice within the sprinkler\, fire industry.\nCase studies\, on this occasion the importance of joint working with partners to achieve a positive outcome for a vulnerable community member from fire.\n\nThe importance of installing AFSS as part of a package of fire safety measures where a vulnerable person has been identified at a higher-than-average risk to from fire due to their: \n\nPropensity to contribute to the starting off or development of a fire.\nCapacity to respond appropriately to signs of a fire.\nAbility to self-evacuate.\n\nTo satisfy the Fire and Rescue Service\, the UltraGuard PPS was chosen to protect the community member as it is certified to LPS 1655 (LPCB Third Party Approval Standard). The importance of a third-party approval standard should not be underestimated as it provides confidence about the design\, performance\, and reliability of these systems in practice. \nGateshead Case Study  \nIn September 2022 TWFRS received a 999 call to a house fire in the Gateshead area\, resulting from a Care Call monitored alarm activation. The occupier\, Mr D was rescued from the property and conveyed to hospital suffering from breathing difficulties. The cause of the fire was accidental\, and a safeguarding referral was submitted to the local authority due to concerns for Mr D including self-neglect\, alcohol issues\, hoarding and mental health issues. \nIn October fire crews were called to a second house fire at the same address. Mr D was rescued by fire crews and required hospital treatment for breathing difficulties due to smoke inhalation. A further safeguarding referral was made with the same concerns. Due to the extensive fire damage following the second fire\, the property was deemed uninhabitable. Discussions were held with housing company and Mr D was relocated to a hotel following his discharge from hospital\, until a new property was secured for him. He successfully moved into his new address a short time later. \nOn 21 December fire crews were mobilised to a fire at Mr Ds new address. Mr D was rescued and taken to hospital for treatment which resulted in a lengthy admission. Another safeguarding referral was submitted\, and a request was made for an emergency meeting to be held due to the fact this was an extremely vulnerable individual; elderly\, lived alone\, smoker\, alcohol issues. Mr D had been involved in three significant house fires over a three-month period\, on every occasion he had to be rescued by fire crews and required hospital treatment. An urgent multi-agency safeguarding meeting was held on 22 December\, further meetings led to agreements by partner agencies to carry out the following action: \n\nAs Mr D was known to smoke in bed\, the existing monitored alarm was extended to include the bedroom\nInstallation of Surefire UltraGuard personal fire protection system within the property.\nJoint visit by Housing and TWFRS to conduct a Safe and Well check\nFire retardant bedding\, throw and mat issued\nReferral to befriending services for Mr D due to feelings of isolation\nOffer of referral to address alcohol dependency (this was declined by Mr D)\nReferral to the fall’s clinic\nDaily welfare calls from the local Housing Warden\n\nBetween January and February Mr D withdrew his engagement with housing and refused daily calls from the warden. He also refused to engage with the Gateshead Recovery partnership for support with his alcohol dependency and withdrew consent for the installation of the monitored smoke alarm in the bedroom. Further safeguarding meetings were held to discuss the ongoing and increasing concerns from partners\, particularly the high fire risk. Partners worked together to re-engage Mr D and because of hard work and persistence from all partners\, the misting system and smoke alarm were installed. \nA further fire incident has occurred in Mr Ds home\, however the detection activated causing the misting system to deploy preventing both serious damage to the property but most importantly\, no injury to the occupier. This case study shows how a high risk and vulnerable occupier can be protected by partner agencies working towards a common goal. \nRisk Profile/ Personal Emergency Evacuation Plan \nThese types of fires clearly show the importance of Identifying community members that are most vulnerable by the completion of a Personal Emergency Evacuation Plan (PEEP).   This is likely to be completed in premises where the risk to persons in a fire situation is increased due to cognitive or mobility impairments. Personal protection systems combine early warning of a fire through smoke detection and water mist for the delivery of suppression.  Early detection of a fire is important is important\, as occupants can quickly become overwhelmed by smoke and toxic gases\, the biggest killer in a fire. Care needs to be taken to ensure that the risk profile of the vulnerable person is appropriate for PPS. For example\, a vulnerable person who is mobile and living in a multi roomed flat has the potential to be affected by a fire anywhere in their home.
